Considering that Gendo officially told Misato that Rei was meant to be confined to the Geofront as punishment for her disobedience in the previous battle, I gotta seriously question the workability of this "taking her home with me" plan.
As for Rei, she will be dealt with appropriately. Unit-00 is going to be frozen until further notice, and Rei will have her clearances revoked. Most likely she will be placed under guard here in the Geofront, depending on the results of a psychological evaluation. Dr. Akagi will handle the rest.
That is, Gendo would probably expect either Ritsuko or Misato to have approached him for permission to allow Rei to go back before actually bringing her anywhere.

Them making the decision behind his back might set off alarm bells.

At the same time: note the wording "pending a psychological evaluation". Dr. Akagi is likely the one carrying out the psychological evaluation (which was more than likely his way of covering up how Rei was going to be replaced) or at least will be able to justify taking it over, which 1) gives us an excuse for Rei still being in the Geo-Front and 2) with a bit of persuasion lets us just have Rei home early.

It all depends, maybe with DSS choker Gendo (or maybe better Kozo, who will twist Gendo's arm) can be persuaded to allow Rei to recover.
Actually Ritsuko maybe useful here, preparing "evaluation" makes Rei away from Gendo, and it makes easier to hide stuff. So she also protects her own ass.
Also (from meta perspective) "You will talk with Pilots after the whole Rei-switch mess will be resolved (one way or another)" is also possible

I wish we'd thought of that last week. Not sure if we can change our plan vis a vis Rei's injuries at this point. (Though we did ultimately pick the option that's easiest to undo.)
 
Okay, so giving it a bit of thought, how's this for a plan:

[] Tell Ritsuko about your conversation with the Commander, and the "punishments" he settled on.
-[] See if she can't be the one to carry out this "psychological evaluation", rigged to send her home early. If not, coach Rei to get through it with Gendo or Fuyutsuki.
-[] Ritsuko can justify her remaining injuries by saying it would be incredibly suspicious for the known-to-be-injured pilot to be healthy so soon, and that she replicated the injuries as best she could on Rei 12.
-[] You will need to delay Gendo just long enough for that to be plausible, and to do this you can 1) involve him heavily in counter-JSSDF planning and 2) have Kaji get his government contacts to make trouble about the last battle - though don't mention the second one to Ritsuko.

The distraction part is mostly sketching. This one's a lot more streamlined than the defence-in-depth option, because we have a justification right there.
 
Assuming that we talk everything with Ritsuko (let's hope she will be cooperative enough, and help us sell it), it looks solid.
It addresses also the "Rei should pretend that she is a Doll" (ironically, the great proof of her character development).
The wounds are tricky, but if Ritsuko will not deliberately backstab us on, it should be good.
The problem with "Make Gendo busy" plan is how to ensure that Gendo will not delegate everything to Kozo, because dumming Rei is more important to him than any red tape.
If possible we should aim into interacting with Kozo, not Gendo but I have no clue how to do this. Unfortunately, we can't say to Gendo "Just delegate all Rei-Stuff to your henchman".
 
We could bring Rei to our apartment and delay Gendo long enough until she look presentable (maybe with some make-up) as a freshly minted clone ?
 
I do like the streamlined plan's ideas, but I'd like to keep the defense-in-depth aspect of VX-145's original plan. We've only done shallow plans against Gendo lately and he simply sidestepped, denied, or refused to acknowledge us, if he disagreed.

All must go according to our scenario, this time, or everybody's Tangy toast.

Also, I do wonder if distracting Gendo via antagonising the JSSDF further is really the only option? What if we get him involved with the behind-the-scenes discussions with JSSDF leadership, hammering the point that the Angel mindfucked both NERV and the JSSDF, that it ultimately wasn't either side's fault, and that repairs to relations should be made to prevent the Angels from exploiting it as a weakness again.

Too bad everyone besides Rei is confined to quarters. They NEED to know, but... being left to stew while isolated, aside from Shinji visits? Sounds risky.

Tell her there IS more, but she needs to concentrate on healing up and learning those tools, because you need Asuka's help.

Or if it's fine, but counts as NERV rather than The Past, seeing how Asuka's mother's soul got meiosisized due to a NERV experiment.

-[X] Follow up on making sure NERV gets her what medical treatment they can. If she's still physically able to pilot, but doesn't want to, see about getting her a discharge.

Her clearance to pilot has been revoked due to her actions at the end of the battle and immediately following. She needs her friends and comrades. Hopefully, Hikari can be one of those, even if she decides to leave NERV.

Which is important, however little the apparent benefit given how the Angels are targeting and exploiting human psychology.
-[X] Third, make some trouble from your own position, dependent on how much cover you still need after the above. You have a concussion and most of the Evas are out of commission. You also need to be read into what the plan is for Unit 00 going forwards, and the pilots' punishments need administration...
-[X] If need be, have Kaji obtain a copy of your phone call to the JSSDF leadership during the battle, and "leak" images of the pilots' injuries as part of a general PR scheme, ostensibly to drum up sympathy for NERV after the last battle, but really in order to cover for any remaining scarring.

Yes, the Angel pushed them to do it, but they had the plan in place and ready to execute without adequate safety measures in case of the chain of command being emotionally compromised. Can Japan really afford having such hotheads in charge of their defense forces?
-[X] Finally, make preparations for the Commander to check on the progress down in Terminal Dogma: procure painkillers and other medication to make sure Rei can act only as injured as the chosen cover story can explain, and work with Ritsuko to come up with a few last-line plausible excuses. When she's ready to move, bring her home, even if you have to push a PR move of "humanity's endurance in the face of injury" and the need for someone to keep an eye on your concussion to get Gendo to sign off on it.
--[X] If he won't sign off on it, stay in the Geofront for a few days for monitoring, keeping the pilots' spirits up, and dealing with the battle fallout. Maybe you can take the chance to detox from alcohol while you're at it.

Concussions take 7-10 days to heal, after all, and Misato shouldn't know that Rei's going to be different as far as Gendo's concerned. Him knowing that Misato takes her duties as caregiver very seriously won't hurt us.

I am sure that Rei will try to weasel out from telling everybody about angel in the room (not like I would do something else in her shoes), and this can't be allowed, but I think it is the best we can have for now.

I obviously can't say for anybodye else here, but I do not think we have a choice here.
While from metagame perspective Ritsuko (who has the biggest motivation to make Rei hated by other people) is more or less safe, we have no clue about any other agents in the game.
Sure, telling Asuka now will not be pretty.
But if she learns it later (especially from somebody else than Misato), this will be a disaster.
Asuka will accuse Misato (and not completely without merit, mind you) about things like (no particular order here)
  • Favoritism towards Rei
  • Lying to Asuka
  • Not trusting Asuka
  • Protecting Rei when she actually is an Angel
  • Dismissing Asuka claims even when she is right

The way I'd put it is I'm not sure I want to tell her right now, but I also don't know if there'll be an opportunity before she learns another way and starts a death spiral. Both paths are pretty risky, so it comes down to "which risk can be managed more easily". (This dilemma is a good one from a meta-perspective, I think).

Bear in mind, right now Asuka is also getting hit with the following:
Suspension of rank and confinement sound good to him. Additionally, depending on the results of her psych eval, he is considering putting a tracking device on her. The JSSDF want a formal court-martial, but Gendo feels disinclined to put on a circus performance for them.
And ontop of that, Misato is basically going to be telling her "yes, Rei is an Angel, no, I am not going to do anything about her, in fact I am going out of my way and betraying Gendo just to keep her alive".

I can easily see Asuka going straight to Gendo and telling him about Misato's (and Ritsuko's) betrayal.

For this not to happen would require Asuka to have an especial amount of loyalty to Misato. I'm getting the feeling from Sutekh's comment that she does not have this level of loyalty yet, thus the benefit of leaving it until later when Misato can groom her into being more loyal to her personally than NERV/Gendo.

IMO, it's likely to blow up either way - either we leave it and she pulls a "oh so you kept it a secret" bit of drama to a better or worse degree, or we tell her, and deal with the whole "what do you mean you've gotten to terms with it?!" fallout. I'm lukewarm to either idea, in the end, but if it's going to be a problem either way I'd like to have the potential point of saying "hey we told you as soon as we physically could" in the ensuing mess.

That said, I was proposing a more general "hey we do have stuff to tell you" segue into it, but even then that'd have likely blown up into Asuka revealing what she knows.

She would have the same arguments Ritsuko had about how dangerous it would be to leave her alone with a clearly rebellious personality and want to go to Gendo insisting he made sure Rei was properly kept under control, as she's HIS pet Angel. With her current grudge against Rei, she might even push for a more extensive memory wipe than Gendo originally intended.

With knowledge of Ritsuko's complicity, she might even take advantage of the situation to additionally try and push for Gendo to not only reinstate her rank and lift her confinement, but immediately replace the clearly-untrustworthy Ritsuko with Asuka and insist on taking her job and doing the replacement personally.

Gendo would be unlikely to humor her on that, but I can see Asuka being desperate and frustrated enough to try. She isn't exactly stable right now.

There's no guarantee she would necessarily be more stable and more loyal to Misato later on, but at the very least it's probably possble to poison her against NERV by agreeing there's something shifty and drip-feeding her all their dirty laundry like the Angel in the basement, making her less likely to go to Gendo (she might try to personally kill Rei, but at least she wouldn't get Misato directly in trouble by going to Gendo).

I see this as a potential, and an unlikely one at that, rather than inevitable outcome. More likely as a negative outcome is her doing something similar out of spite and a mostly-but-not-entirely misplaced sense of unfairness.

In the end, it's about which risk is more pressing; I think regardless of how we approach it, she's going to feel like Misato's chosen Rei over her own concerns. So, do we open the floodgates now and eliminate the risk of it coming up at an inopportune time while also risking her not being in the right frame of mind, or do we try and prepare her for it and risk not getting the opportunity to actually tell her? Either outcome I'm fine with - the current leading plan has the former, and I'm broadly supportive of it for other reasons - so long as that's the calculus being made. (Though I am also aware "Are you sure" is sometimes GM-speak for "this is an incredibly bad idea"... but it's also sometimes mind games.)

No, I'm not. Which is why I put it in a "in case of Asuka emergency, break glass" conditional

Asuka is in no shape to be handling this information by herself, and apparently we haven't gotten enough trust built up, up to this point. But leaving her to rave that Rei is an Angel will get her killed under any interpretation of Gendo Ikari short of a full-on crackfic "Good Guy Gendo" type, pilot or not. Thus, any bringing up of it will count as an emergency.

I'm trying to build a context for Rei that Asuka can't help but relate to on every level, within the limits of the in-character information Misato has -- she doesn't know that where Asuka's mother tried to kill her, Rei's first mother-figure (Ritsuko's mother) actually succeeded, after all.

Re the ongoing discussion: the point about Asuka seeing Rei as a bioengineered weapon Misato's trying to remove the restraints from, like an EVA, after being told NERV created her, is a very good point. Should I tweak that line somehow?

Maybe add something about pointing out how her actions were only to protect people, when she had control? And how it was the Dummy Plug system which Gendo used to hurt the other pilots? IDK.
