So from the sounds of it, Someone in the Chain of command for Global justice was on the take. SOMEONE knew that something was goig to happen with the leviathan, and then the US gave orders that completly decimated their own team, Including members who could not have helped the situation.
Setting aside the Asshole who probably deserted the second a fair fight appeared, let alone an underdog holding action, Someone wanted Global justice GUTTED. Add on to How Every single other team except for Scarlet Maturity's and this is starting to look like a Precogs set-up who is getting REAL arrogant to use the leviathan in their plan.
Their are other options, Maybe Scarlet maturities team has some form of Precog who can read survival rates, But add on burrowing owl ALSO having a power steroid, at a time that just so happens to have Petit prince show up with a Power steroid, AFTER almost every team has been decimated, and its starting to look Like a Precog is playing fuck fuck games.

These kinds of powers can range from "they are maybe going to do this by their muscle movements" to "Heres their social security, what they did today and step by step of what they will do in the following 3 years).

Maybe they wanted her dead but didn't want the bad rep for killing her. I think most states and high-level politicians would be terrified of a metahuman with the power to compel obedience on anyone they can see.
And maybe they also wanted her to ensure that Justice Unlimited or other unwanted do-gooders died.
Looks cool, but also she seems way too young? She looks like 18-26 to me. Isn't she supposed to be in her late 30s or 40s?
Narratively at least she is supposed to be significantly older than Black Swan.

Precogs that can see more than a minute or two into the future don't exist in this setting. There is ONE exception rumored to exist—a metahuman called Augur. But, if they're real, they're so pathologically anti-corp and obsessed with privacy that they arrange the death of anyone trying to find them ahead of time.
About Mona's age. Even then, it powers take a few years to fully develop; so the oldest a new metahuman could plausibly be is early twenties. Maddie got her's when she was 10 but never experimented with it much until the Prince forced her hand.
It could also be a person had powers but never used the much. Chaucer is like that.

I would simply not work for the state. But if I did, then I would demand an assistant.
Presumably Justicar is guilt-tripping hard or is being blackmailed for their perceived crimes or whatever, but they certainly seem like they still have enough local authority to rate some assistants.

Next turn, we have three missions that will expire, and only enough AP to do two of them. The thing is, we know from this turn that not doing one of these missions has capital-C Consequences. I don't think we should focus so much on which mission has the best benefits, as much as which mission might have the least-bad fallout. Given that we thought Fear and Panic was going to be fairly straightforward, and it very much was not, I wouldn't count on any of the three choices being 'safe' to skip. Whatever we don't pick, I don't think it's going to turn out well.
