It wasn't their fault, though. Growing up in Kanto with its strict gun laws, most of them had never even seen a firearm up close, let alone handled one. Kanto's heavy restrictions made sure of that. Here, battles were resolved with Pokémon, not bullets, and the mindset was a world apart from regions like Unova, where firearms training was more common.
Ya know, given the anime, this is kinda very ironic. Given that town with the squirtle squad is exceptionally well armed even for an American town(a whole building full of people carrying weapons ready to point at troublemakers stand out quite a bit), and that one park warden which is very gun happy.

Meanwhile, Unova had that one crime chase scene where every single Jenny was armed with batons, not even a pistol in sight. :V
"Old Government Project…I didn't have the heart to kill it, so I took care of it, but now she got out and that explains everything." He said.
…Well, this sounds, interesting. Were they trying to replicate the whole pokemopolis thing?
 
You know, Professor Oak forgetting he had a super sized bird of prey sound like him, but who has been feeding that Pidgeotto? is it just running around because it's hungry?

Leon was having one of the strangest days he could recall at the Ranch. Strange was almost standard here, but this… this was something else entirely.

"Professor," he called out, holding up a jagged chunk of rusted barbed wire. "How long has this been lying around on the Ranch?"

Oak looked over and shrugged, unperturbed. "Oh… I suppose I forgot I had that. Did you repair the fence line and make sure the gates were padlocked?"

Leon frowned, gesturing to the old wire in his hands. "Sir, it's not just this. I've found stretches of leftover barbed wire, ancient fence posts, and broken stakes all over. Some of these are way out there, like, bordering on old military scrap sites. And honestly… the whole place is looking like a forgotten military bunker, not a ranch. Professor, what's the deal with your land?"

Oak sighed, giving Leon a weary nod. "Well, I always thought of my ranch as a scholar's sanctuary, a place of peace and study... but that's not the whole truth. Not quite." He motioned for Leon to follow.

"Professor, I know Pallet Town was a minor target during the war, mostly bombed for practice and barely even garrisoned. And your ranch was bought with the winnings from your time as Champion, right? So why choose *this* land?" Leon asked, glancing around warily.

Oak chuckled darkly, tapping his cane on a small section of ground. "And do you think I bought it just for the scenery?" He stooped down, pulling at a rusted hatch concealed beneath some overgrowth. It gave way with a creak, revealing a tunnel descending into darkness. "I bought it because of this."

Leon squinted, switching on his flashlight as he descended with Oak into the murky tunnel system. An uneasy dread settled over him, the cool, stale air hanging thick around them. "How far does this place go?" he asked, his voice low.

"Roughly six miles, spanning the north, south, and western edges of the Ranch," Oak replied matter-of-factly. "The Main House, where my lab is situated, rests directly above the central hub of this network. I keep most of it for storage."

Leon followed Oak in silence, the echoes of their footsteps stretching endlessly through the desolate corridors. He finally ventured, "What did they do here?"

Oak's gaze grew distant. "Ah, what the wartime government *thought* it was doing… you see, they experimented here, using military projects based on old Pokémon legends. Their most ambitious, perhaps, was attempting to harness the power of Pokémopolis."

Leon stared, half in disbelief. Pokémopolis? TheLand of the Giant Pokémon? Where mythical creatures of staggering size and strength once roamed, capable of toppling whole cities?

"I've read the stories, Professor. Any would-be warlord or mad scientist has chased the tale, but no one has ever succeeded. Most say it was an anomaly, an isolated event, maybe even a fevered dream." Leon said, a hint of skepticism tinging his voice.

Oak shook his head. "Not just myth. There's logic in it, Leon. Those giant Pokémon? They weren't magic—they were the result of biochemical factors, an overproduction of growth hormones under certain environmental conditions. Even Arceus himself, if you believe in such, obeys the natural laws of his own creation."

Leon nodded slowly, piecing together the implications. "So… the people who came before us tried to recreate those conditions?"

Oak turned to him, his face etched with the wisdom and weariness of a man who had seen far too much. "Indeed. Their goal was to unearth the ancient power they believed lay dormant. But some things; some mysteries are better left buried."

The wreckage in the holding room told of a different era—one Oak had hoped to forget.

Oak sighed, rubbing his forehead. "I should have known she'd break out… could have prepared sooner," he murmured, his voice heavy with regret.

He walked slowly through the rubble, glancing up at the gaping holes in the ceiling, the shattered walls. The carnage was astonishing, but the reason behind it sent a chill down his spine.

"Oh no… it got out," Oak said, his voice tight as he examined the shattered remains of the containment cell.

Leon's eyes widened. "Professor, what in Arceus' name was in that?"

Oak's expression darkened. "A Giant Pidgeotto," he replied gravely.

"A giant what?" Leon exclaimed, struggling to process it.

"An old government experiment… one I couldn't bring myself to put down. I kept her here, cared for her. She was the only survivor of the project—our last man-made giant Pokémon," Oak admitted, his voice thick with the weight of years.

"And you never told anyone?" Leon demanded, disbelief edging his tone.

"It never came up," Oak said, shaking his head. "She was well-behaved for decades, almost like she'd forgotten her own size and power. But this crisis… it must have pushed her over the edge. She's escaped to find food and… assert dominance." He swallowed, his gaze far off. "I fear she's trying to permanently change the behavior of the local bird Pokémon, driving them to mimic her own wild power."

Leon groaned, running a hand over his face. "So, on top of our bird bandit problem, we're now dealing with a rogue giant Pidgeotto?"

"Precisely," Oak replied, the gravity of their situation settling between them. "I fear the worst. She's not only a physical threat but also the cause of the 'Madness' affecting Pokémon in the area. If we can't contain her…" Oak trailed off, letting the unspoken consequences hang in the air.

Leon's expression hardened the reality set in. "Then we're in a lot more trouble than we thought."

Reward: Underground Command and Research Center known, +15 to all defense rolls when defending Pallet Town.

The Giant Pokemon, a Piggiotto is loose, and is causing Massive Ecological devastation on Route One.

Everything is associated with Oak in the last 20 years.

Oak is synonymous with Pallet Town.
I mean, the Pallet Wall gotta have something special, given the next door neighbor was the ground-type city. Wouldn't be surprised if there was a tunnel system incorporated in the defenses to fend off ground-type supported sapper squads.

It has generations of built up nonsense doesn't it…

There is the warring states era where every major city had it's secrets, which even with the unique culture brought by lack of leading clan, still would have secrets such as how exactly the wall worked.
Then there is the Kanto/Jhoto conflict, assuming it was a distinct era or happened, where it was close to the frontlines, a declining settlement, but with potent defenses.
And then the War Era where, it was close to viridian, and safe by obscurity while at the same time having a reputation for the sheer quality of trainers it produced, alongside being the hometown of The Samuel Oak.

"Look at this. It's only been a few months, and the place is infested!"

The new administrator—a nervous, pale man—winced as Giovanni's gaze landed on him. "Sir, with the recent environmental instability, Pokémon migration patterns have become… well, erratic. They're drawn to any warm shelter, so they settled here and… made it their home."

Giovanni's eyes narrowed, his patience unraveling. "I didn't ask for excuses. I want results. Now."

The administrator flinched but managed a quick nod, scribbling down orders. Giovanni's words were a commandment, and he knew better than to hesitate.

For the rest of the day, Giovanni prowled the site, barking orders, recalculating resources, and setting priorities. Under his relentless scrutiny, the reclamation teams moved faster, clearing muck-filled corridors, restoring damaged circuits, and sealing off key areas. By sundown, the station hummed with activity as they made significant progress, each section slowly returning to operational standards.

As night fell, Giovanni finally leaned back, exhaustion tugging at his features but satisfaction gleaming in his eyes. The reclamation would be finished by the end of the week, no excuses.

He rubbed his temples, feeling the toll of the day settle on him. Goodness, I'm tired, he thought. But nothing compared to the satisfaction of seeing his empire return to order under his command.

Surge wasn't known as Kanto's Electric-type powerhouse for nothing—every inch of his quarters was reinforced, his movements planned with the precision of a commander who knew he was always a target.

But patience was a cornerstone of Team Rocket's ethos. This was just the beginning. Soon, they'd find the vulnerabilities in Surge's defenses, waiting for the right moment to strike.

Koga's eyes gleamed as he surveyed the arsenal, his gaze sharp and calculating. "I expect daily range practice for all organized regiments and Shinobi," he ordered, his voice carrying the weight of discipline and expectation.

"Yes, sir," the officer responded crisply, jotting down notes with quick precision.
