Pokemon Ranger: Crimson Dawn (No SV You are a Kanto Warlord)

The New Sherriff

Sheriff Leon Clark.

Stats:

Diplomacy: D20 => 8+1+1=10
Though blunt and straightforward in his approach, Leon has a deep sense of care for his community. He's not a smooth talker, but when he speaks, his sincerity and dedication often resonate with those who know him well. He's effective at getting the job done, even if his wordsmithing isn't the most elegant.

Martial: D20 => 18+1+5+1=25
Leon's true strength lies in his tactical and strategic abilities. He was a bright star during his time in Tactical Ops and is known for his brilliance in coordinating both Pokémon and human resources in high-pressure situations. His battlefield instincts, coupled with his sheer physical power, make him a formidable opponent, whether dealing with outlaws or wild Pokémon.

Stewardship: D20 => 17+1+1=19
A fantastic manager of resources and finances, Leon is adept at making the most of limited funds or supplies. His sharp mind ensures that his precinct runs smoothly, and he can stretch every dollar to its fullest potential, often turning even small budgets into great outcomes for his team.

Intrigue: D20 => 12+1+1=14
While not a master of deception or subterfuge, Leon is no fool. His experience as a Pokémon Ranger in Tactical Ops has given him an understanding of the shadows and the games people play. Though he doesn't excel in intricate schemes, he has a nose for sniffing out hidden motives and potential dangers.

Learning: D20 => 17+1+1=19
Leon is a well-read and intelligent man, constantly absorbing knowledge about tactics, law enforcement, and various Pokémon ecosystems. His intellectual curiosity has made him a capable leader who is always looking for innovative ways to solve problems and improve his community.

Personal Combat Skill: D20 => 3+1+5+1=10*
While Leon's physical body is in excellent shape, circumstances beyond his control—perhaps an injury or illness—have diminished his ability to engage in prolonged personal combat. Despite this, his resolve remains strong, and he can still hold his own in short bursts when necessary.

Occult Potential: D20 => 5+1+1=7
Though Leon isn't particularly superstitious, he's witnessed firsthand the strange and unsettling phenomena surrounding Lavender Town's ghosts. He doesn't fully understand the supernatural, but he's not entirely closed off to its existence, either. However, it remains a realm he would rather avoid.

I've had this tabbed for a while and am glad I got around to reading it; Oak's POV as a retired-badass taking up the mantle again fits so well

Here's my plan suggestion:
[X] Plan Securing Home

-[X][Diplomacy] Public Outreach and The Works of All: Cost: 100 DC:50/60 (Assign: Luna)

General theme is trying to build security and some financial stability for Pallet right now

I'm pretty sure that Leon's Ranger trait should proc on Padlocking making him the best for it aside from Oak and Velt

I decided against poking the Sabrina option this time given the fact that the DC has likely risen and Anabel isn't at her best

Actually @Cyberphilosipher could you clarify what the Insomnia debuff does?

I got a very odd thought about Lance.

Based on the knowledge we have from this and previous quests, he was born with the 'talent' that nearly every dragon considered him an alpha, and that his social skills basically fall apart at the seems when faced with a situation where he isn't the boss. And that, alongside many of the older league trainers, was fighting in the war era that formed the Rangers.

Well… What if, Lance happened to be channeling Ciaphas Cain here? Given that he was born in a dragon tamer clan with a natural gift from being born in viridian forest, and that just like there are certain actions not acceptable for a non-alpha, there are almost certainly those not acceptable for an alpha to do. And well, Lance, outside of certain cases like baby Pokemon with their parents, and exceptionally bonded trainer Pokemon, his ranking naturally sits as alpha. And then there is the human interactions, where outside of the elders whom naturally sit at the top, as the scion and golden child of the Blackthorn clan, is naturally on top. It's entirely possible that, between the gift and the clan he was raised in, he was basically taught to always act in charge when dealing with dragons after multiple mistakes that stemmed from failure to act in a way an alpha is expected, only to be piled on by other experiences, between becoming the golden boy of the clan, his stint in the military( possibly thrusting himself into a command warposition accidentally just acting the way he thinks others expects of him), then he becomes elite 4 through his own merit….

Then Oak retires and someone needs to fill the role of 'interim champion', and as the strongest of the four he 'wins' the honor filling in for the now retired champion, at least it's temporary, right? Smash cut to now, with him STILL in that seat even as the League collapses, with a conspicuously absent seat reminding him that he didn't earn his title as champion, that there is four when there should have been five, with him sitting in a seat he did not earn…

Let me tell you a secret since your playing as Oak.

Oak…Let Lance win because he wanted to retire peacefully…

Think about it for but a moment.
….Seems things are a lot more complicated then. Cause I am kinda sitting here thinking that the setup is like in the games, where Lance is pulling double-duty as Elite four and champion, until someone(blue/green) manages to defeat the elite 4, allowing Lance to return to merely be the best of the elite four, but with this comment….

OUCH. It speaks VOLUMES that Lance purposefully didn't recruit a new elite four member to fill out the numbers, given his promotion. Things have got to be ROUGH for the poor guy, given it's clear he, and likely others have realized what happened there. He may fall flat on his face when talking to people outside the hierarchy he is in, but he is struggling to live up to his perceived reputation isn't he.

[X][Diplomacy] A Small Visit: Cost: 10 DC:60/70 (Assign Doctor Velt)
Rolled: D100 => 34+29=63

(Dr. Velt's POV)

"Dr. Velt, this is a surprise to be sure," Blaine said, his eyes widening slightly as you handed over a stack of carefully organized files—research notes from Professor Oak, all detailing the latest anomalies with those accursed birds. The files captured their unnatural, erratic behavior, defying reason and, at times, even their own nature. Oak's observations were typically astute, but he wanted your input, perhaps to uncover whatever deeper, unsettling patterns lay hidden within.

"With the recent calamities hitting the region, I was asked to resume service," you replied evenly. "If nothing else, Oak's research will make for enlightening reading once this crisis has passed."

Blaine scoffed, tucking the files into his worn leather briefcase. "Indeed, they always seem to. But the troubles here have kept me from truly enjoying my own research—I've been putting out fires, both literal and otherwise."

"Yet here we are to help one another," you remarked, adjusting your spectacles, "A crisis should never mean an end to manners and sense."

Blaine's lips twitched into a rare smile. "It's reassuring to see that such things still survive, even amidst this turmoil."

"Yes," you said, glancing out over the horizon, where ominous clouds rolled over the sea, a faint echo of thunder underscoring your words. "These times are certainly… interesting."

Blaine nodded, eyes narrowing as he followed your gaze. "Interesting, indeed. Perhaps when the skies clear, we'll find something worthwhile in the chaos."

Reward: +200 Resources are traded for information, Blaine is now open to larger talks of an alliance.

-[X][Diplomacy] Public Outreach and The Works of All: Cost: 100 DC:50/60 (Assign: Luna)
Rolled:D100 => 35 +21=56

(Luna's POV)

Luna looked down at the survey report in her hands, eyebrows furrowing. "Oh boy..."

Professor Oak's approval rating had come back positive—but only barely. The numbers suggested a lukewarm acceptance, thinly stretched between respect and apprehension. She sighed, realizing that, to most, Oak was still "Professor Oak the Teacher," a beloved, if eccentric, figurehead known for his research on Pokémon evolution and their connection to humans. Now, though, the title "Professor Oak the Warlord" felt like a foreign and unsettling label.

"People don't know what to make of him," she murmured, fingers tapping on the paper. The results underscored a truth she couldn't ignore: Oak's shift into a tactical leader during this crisis had thrown the public off-balance. To them, he was a scholar, not a strategist.

But as she glanced at the bottom of the page, Luna noticed that support among younger trainers—those who'd witnessed the chaos firsthand—was stronger. They appreciated Oak's decisiveness, and, despite their initial hesitation, seemed willing to follow his lead.

"Let's hope this old professor can live up to his new reputation," Luna whispered to herself, tucking the report back into her folder.

Reward: Oak's on some degree of thin ice now…because people are fickle and scared.

-[X][Martial] Arm a Militia: Cost: 20 DC:???
Rolled: D100 => 70

(Oak's POV)

"Sir, when were you planning to tell us you had a stash of Howa Type-64 battle rifles in the shed?" Leon asked, his tone steady but his expression equal parts shock and exasperation.

You gave a slow nod, barely looking up from your notes. "Old leftovers from when the garrison stayed here," you replied casually. "They never bothered to pick them up, and, well, they came with the ranch expansion."

Leon blinked, clearly processing this. "And you just... had these lying in the shed?"

You shrugged, finally glancing his way. "It seemed a good idea to keep them as a little memento, you know?"

Leon sighed, folding his arms. "A memento of... what exactly?"

"Oh, you know, the old days," you replied, voice tinged with nostalgia. "A reminder of when things were simpler—or at least when my research didn't involve dodging artillery fire."

Leon shook his head, unable to hide a smile. "You're full of surprises, Professor."

Reward: You have armed the Malita with old Battle rifles, not many of them but they can fight more. They gain a +5 to all combat and martial rolls.

- [X][Martial] Combat hands make Light work: Cost: 10 DC:???
Rolled: D100 => 34

The real challenge lay in training them. Though the ranch hands were young and in good physical shape, they weren't exactly combat-ready—not with Pokémon, and certainly not with firearms.

Leon sighed, surveying the group as they awkwardly handled the Howa rifles, their discomfort palpable. "Right," he muttered under his breath, "this isn't Unova. Getting these folks comfortable with guns is going to be an uphill battle."

It wasn't their fault, though. Growing up in Kanto with its strict gun laws, most of them had never even seen a firearm up close, let alone handled one. Kanto's heavy restrictions made sure of that. Here, battles were resolved with Pokémon, not bullets, and the mindset was a world apart from regions like Unova, where firearms training was more common.

"They're good kids," Leon thought, "but they've got a lot to learn." This was more than just handing over weapons; it was about shifting a whole mentality, bringing a new layer of skills into a region that had long relied on Pokémon battles alone.

With a deep breath, he stepped forward, prepared to begin the long process of turning ranch hands into a fighting force—one step at a time.

Failure: DC Revealed for the action: 65

- [X][Stewardship] Finally, Begin to Levy the Taxes: Cost: 0, DC:??? (Assign: Fox)
Rolled: D100 => 82+25=107

Fox Masters felt a surge of confidence, here, he was the master of the numbers, the unseen hand guiding the town's finances with skill and, if necessary, a bit of guile.

"Alright," he began, scanning the budget sheets. "We have a few taxes we can introduce or adjust without completely riling up the population."

Oak arched an eyebrow, glancing over the ledgers. "So, what obscure and convoluted loophole have you unearthed to help us this time?"

Fox smirked, tapping on a line in the books. "Well, for starters, there's this 'Pallet Town Wall Fund' that's supposed to maintain a cash reserve for fortification repairs. We could leverage it as a necessary expense, especially given the current... climate. With tensions rising, a well-defended Pallet could seem more appealing, even to those with lighter wallets."

"They'll grumble," Oak acknowledged with a shrug, "but they'll accept it. What else?"

"We could also impose a small unloading tax on certain Pokémon-related goods entering town," Fox suggested. "It's not a huge hike, just enough to offset the added labor costs."

Oak looked at him knowingly. "You mean because the cranes are still down?"

"Exactly," Fox said. "Until those cranes get repaired, unloading everything manually isn't cheap. We might as well make it work in our favor."

Oak paused, considering it, then nodded with a resolute expression. "Fine, let's move on it. Implement these adjustments as soon as possible, and keep an eye on public reaction."

"Done," Fox replied, already mentally noting the steps.

- [X][Stewardship] Open the Markets: (Assign: Anabel)
Rolled: D100 => 56+14=70-10=60

(Anabel POV)

Anabel fought to stay awake, her tired eyes fixed on the International Police representative from New Bark Town, Johto. The hours were wearing thin, but so was their time to secure a solution.

"I need to get these trade documents sorted," she said firmly, tapping the papers before her.

The representative sighed. "I understand, but opening the port fully might lead to a buildup we can't afford right now. The risk of unsanctioned traffic is... significant."

Anabel leaned in, frustration tempered by pragmatism. "So, what *can* you get me?"

He gave a resigned nod. "I know a smuggler, someone discreet and trustworthy. They can get goods in without stirring up attention. If you arrange the unloading, they'll cover the payment."

Anabel raised an eyebrow. "Someone's trying to skirt around Johto Customs, are they?"

"With the state of things," he admitted, "some of the honest traders miss Kanto's market. Business has taken a serious hit."

Anabel smirked, her voice laced with a touch of irony. "I never thought the Minister of the Interior would look the other way on something like this."

The representative leaned closer, lowering his voice. "We're sitting on a surplus of goods that need to reach Kanto for even minor profiteering. It's being pitched as a 'humanitarian effort' to maintain public morale, but we both know the reality. Without this, people will be suffering the consequences soon enough."

Anabel nodded, the weight of the situation pressing down on her. "Then let's move fast. Every day we wait is a day closer to unrest."

"Why are we needing to resort to smuggling?" You asked.

"The Prime Minister wants to keep his government serplus, and wants to make a quick buck as well…shady, but not wholly illegal." He said.

Reward: Johto Merchant Unrest is now Known, and you have opened the Port.

Gain Income: +300 (Smuggler Port offloading)
