Edit: If that holy matrimony plot happens, it kinda would likely spiral into becoming a major event involving most/all the major city-states due to how the alleged death would seem to offer opportunities.

Wouldn't be surprised if it ends up becoming somewhat of a proxy war between certain bigger factions, should it not get resolved quickly.

Sabrina isn't exactly one whom would do that kind of thing, and Giovanni is more likely to try and support Crimson given their history. So yeah, with only one side that has the resources and mindset to support a local faction, by default it kinda can't happen any time soon. 😅
Even before counting the fact the two might take a few turns to sort things out at home before making any serious moves.

What with Crimson's past as an agent, Gio's very good impression on him, the whole building inevitable clash between Crimson and Sabrina in the background, with the latter not yet being marked as untrustworthy( or more accurately, outright treasonous,) by Giovanny, and of course, the fact Team Rocket did abandon Celadon in the opening turn.(There WAS a major team rocket base under the game corner, which now, has been emptied out in the mad dash to consolidate in Viridian and Saffron.)

The First Platform: The Slowpoke's Dream

The first platform emerged as a serene, stained-glass tableau featuring Slowpoke, who lay peacefully in the center of a tranquil pond. The water around it rippled gently, and small stars seemed to dance in the air, their soft glow casting a comforting light over the scene. Crimson approached slowly, feeling a deep sense of calm wash over him.

Her followers were a ragtag mix of lost souls—swimmers stranded too far from home, fishermen whose livelihoods had been stolen by the shifting tides, and former soldiers loyal only to her. They patrolled the waters between Cinnabar Island and Pallet Town, ruling the waves with an iron fist.

The thought of it made you grimace. "Oh, this is going to be a headache and a half," you muttered, realizing the magnitude of the problem.

Captain Laya wasn't just another rogue trainer causing trouble. With the firepower of a former National Guard unit and the strategic advantage of controlling key waterways, she had become a full-blown pirate queen. There was a pause on the other end, followed by a grunt of resignation. "The project began six years ago," Blaine answered, his voice weary. "A large donation from a wealthy backer kick-started it—asked us to look into Pokémon DNA, claiming it was for the sake of explaining how Pokémon shared a common ancestor."

Oak clenched his fist around the phone. He already had an inkling who this "wealthy backer" was, though he wished he didn't. The same man with his insidious hand in every shadowed corner of Kanto, pulling strings and pushing science into the realms of madness.

"We explained it years ago," Oak growled, his frustration spilling out. "We already answered those questions. And yet they keep playing with fire. Soon we'll all see the consequences of their hubris."

There was another pause, then Blaine's voice came back, a deep weariness tinged with something close to fear. "Oak, we can't stop it now. The Elder tried—twice. All he did was delay the project once and... help it the other time."

But there was one small problem..." You paused for effect, watching the children's faces. "Slowpoke... didn't know how to make a pie."

Gasps filled the room, and you chuckled softly before continuing.

"So, Slowpoke asked for help! From the Bellsprout who could chop up ingredients with its sharp leaves, from the Charmander who could bake the pie with its tail flame, and even from a passing Jigglypuff who provided a sweet tune while they worked together. And slowly, ever so slowly... the pie came to be."

The children sat in rapt attention as you described the teamwork of Pokémon, working together despite their differences. You smiled warmly, feeling the nostalgia of the tale wash over you.

"And finally, after what seemed like an eternity of waiting, the pie was done. Slowpoke took a deep breath, and the aroma of the Oranberries filled the forest. It was... perfect."

You closed the book softly, leaning back in your chair. The room was quiet, the children still lost in the magic of the story. You waited a moment, letting them soak in the lesson.

"And what do we learn from Slowpoke's story?" you asked, your voice gentle.

Overall. Govt is going full throttle, we got ourselves A FINE WALL. Gio is cursing his troops for failing to stop flay's pidgey horde from doing a raid ON HIS TERRITORY. We are surrounded by warlords, cutting off trade. But fortounately, Blaine looks to be an ally right now, and we both are gonna need to make damn sure that it doesn't blow up in our face......
"Listen to me, Samuel," Blaine's voice was firm, but there was a tremor beneath his words. "We're touching the blade without a hilt. There's no way to stop it now. The consequences of not finishing this project may be even worse than letting it exist."

Oak stared blankly ahead. He knew the truth of it, though it sickened him. He had spent his life studying Pokémon, but never like this. Never as weapons.

"Then Arceus help us all," Oak muttered. "Because there's no turning back now."

...Given that Project mewtwo is Phase two and in the last quest, TR the group involved in Project Mewtwo had a 2 on TR Phase 2 and an ominous Relocated Asset...

So. From the sounds of it, Mewtwo is effectively a military operation, a black ops research funded by a 'mysterious backer'. In the anime it's research/creation was at an island laboratory which was wrecked upon creation, then sent to Viridian.

In the Games/Origins series, the laboratory it was created was in an abandoned/ruined mansion right on Blaine's turf, with the main researcher most likely being Mr. Fuji. Whom, in the anime was involved in part because he was trying to basically bring his daughter back through cloning technology. Albeit another manga actually had Fuji and Mewtwo collaborate on Dr. Fuji's plan to 'disappear' by causing chaos so Dr. Fuji would be assumed dead when he vanished at the same time.

In this, I think Mewtwo may have spent time in Saffron because Sabrina's psychic energy may have helped, at least with stage 1.
"Well we are working of raw energy, but the DNA of Mew was fairly incomplete...but we were able to get a substitute with Ditto DNA, and we stabilized it slightly using Sabrina's raw energy."

And then there was the usage of the Elders extreme skill in psychic energies and aura to smooth over risks from raw psychic energy.
"On the Contrary...Antonio, you are the solution to all of my problems, your psychic abilities and Aura control make it imperative that you be here...after all, your going to be helping keep the project from killing itself for your own good, one slip up and everyone will die in a glorious wave of energy that will warp the continent and tear it asunder...now do you want that?" He said.
Though, one interesting tidbit, in the manga, a very much not destroyed old mansion was combed through by Team Rocket, looking for clues of where the deserter Blaine went.

The Mansion on Cinnabar is consistently a major location for the Mewtwo Project, which may be a for better or worse in this case.
