I find this legit alarming, if the Council is meddling with IEC operations down to the paintjob. Such a tweak won't always be this harmless, damn politicians! Hope this is not an omen of misery to come.

Pretty sure it was just because this was a very publicized launch that was being shown on television, and the black and red are the colors of the anarcho-communist world polity.

Bit odd considering the whole world isn't anarcho-communist, and I also thought that blue was for liberals? Or does blue being for liberals post-date the point of divergence here?

I picked blue because green would be seen as too militaristic and the intent was to evoke the planet Earth, AKA the Blue Marble, etc. Sky's blue, sea's blue, the thing that's going above the sky is blue.

It's also easier to keep something cool if you paint it blue than if you paint it black or red.
 
Regardless, some fuel research is badly needed, and there's no better time than now.
My argument for not doing it was that if we start it, there's a possibility that the promise to perform propellant research will disappear - this is the same reason that I wasn't picking the Beijing [CHEM] research lab; I'd rather save it so we can promise it.

That said, this is making assumptions about how promises work based on past trends (we haven't really had promises to finish stuff we've already started, and when we've started something we haven't promised, the requirement has gone up), but that may not hold.
 
There's always going to be stuff to promise, and doing things without a promise doesn't necessarily mean we won't get something out of it. The reward for work is, of course, more work but that's fine in the context of a planquest.

Every die we grab is less that goes towards reconstruction, increasing the overall budget of the world government. We're not able to keep maxing out our dice at a sustainable funding level (IMO, 1%). 1% of 50000 in the future is better to me than 1.5% of 32000 now. We're not in a rush.
True, but judging by how much things have improved even with us taking four dice,
reconstruction has progressed to the point where those dice aren't as absolutely necessary as they once. Mind you, I'm not recommending that we grab every die we can get whenever the opportunity arises, but one or two Politics dice seems reasonable to me. It helps that our Politics projects are both really cheap and quite desirable.
