Many of the Heracles and Olympian Gods are jelous of Disney!Hercules.
For the Heracles: they are jealous that HE gets an happy life with Megara. They WISH they had that kind of relationship.
For the Gods: jelaous because "why couldn't we have That one instead of Our own?". They find him WAAAY nicer than their versions of Heracles, and thus they feel cheated.

Reputation Increases/Decreases depemdimg on who gets taken down.
For exple: Taking down Alice Lidell (Madness Returns) results on a Lowered Reputation. And people will generally stay away from you because they think you are a creep. Mechanically, that increases all DC Actions permanently by at least 9% of its DC Cost. New Actions thatyou unlock don't get affected, but if you had a Plan in mind... good luck.

Generally, it's a case-by-case thing.
Sometimes these bounties are placed by GOVERNMENTS, orgertimes by SECRET SOCIETIES/COMPANIES (looking at uou, SCP Foundation), and other times it's a bounty placed by Individuals.
For example:
Amanda Waller - Wanted by the US Government
Alice Liddell - Wanted by Several P3d0s from her Era. Also, Dr. Bumby who paid IMP for the job.
Anastasya Romanov - Wanted by the KGB
And so on and so forth.
Some people may have already been haprehended (for example, Anarky has been arrested by the GCPD but you can still hunt him down when he escapes)
And, unless that target is certified Dead, you can Hunt Them Again for a profit. The reward will be smaller from the second time around, but you could still make a living out of it.

And they now have an hyper Caine (TADC) + Riddler (Batman) + Collector (The Owl House) personality.
They WILL enjoy yoinking people from one world and plucking them into another; they will also mess with your head and give you either fake-Permadeath Weapons, or really Important Information about the world.
They are basically a Minor God of Mischief and Pokemon Evolution.
