It makes more sense to raise binding because that is the only way to take Thor alive. Seal all his power and reverse the sacrifices.

@KnowledgeKing Would Asgard have been more accepting as a while had Loki come forward with his heritage on his own terms? Would the way Asgard sees Loki in regards to his heritage improve with time as people get used to it?

If he starts a fight then yeah, I don't want to be the one that starts it but if he does something stupid like hit Frigga again I want us to be able to actually have a chance against him, also don't really want to track him down

Our main motivation, at least for me is being able to stop him from hurting Sygin , or those we care for. For all i care he can go and get himself killed against Thanos, or do what he wants .

The problem is that binding alone isn't enough. Forging meanwhile will give us a lot more versatality including making things that improve our forging and/or training bonus along with letting us create things like epic level artifact magical power armor.

Actually one more thing to point out about Norn prophecy. Amora isn't true Queen just like Loki wasn't true king, they are regents and she is more officially crown princess via having child with Thor. Basically not even crown princess by blood so Norn prophecy cant really be about her.
Binding gives the same versatility Forging does it just has to be used correctly. The difference is binding directly increases our martial allows Loki to increase his powers via binding to something. Allows enchantment to bind to hear permanently to mimic forging allowing outsourcing.

To be honest, I think it's either Hela, Karnilla, or some other Queen we don't know about.

Karnilla honestly is something of prime suspect, has connection with Odin , magical knowledge to back her actions up and for motivation, well we dont know about her position about Helas sealing given that Hela was released in last quest, so its quite possible that determination is there but she was never able to act upon it before, with Thano's and Morpheus ( and Morpheus having Odins knowledge about her real position) backing on other hand...
Other thing beign that with Odins knowledge Morpeus somehow freed Hela and now they are working together towards common goal, it would explain where Eternal flame is and their inaction on Thor, why stop a guy that will destroy only threat to Helas power.

I don't really know if Hela's the type to work with or under someone, she seems to prideful for that, though she would probably have made an appearance by now given how she tends to flaunt herself, though she could be doing something in Hel

You aren't listening when I keep pointing out that the QM outright confirmed forging makes what we make better able to take magic and let us add enchantments on top of that. What I'm thinking is creating magi tech that better able to take magic and/or enchantments.
Thinking some thing like:

Normal power armor stats -
Strength: 3/3
speed: 4/4
endurance: 5/5

Normal power armor with enchantments. Enchantments are blue-
Strength: 3/3 4/4
speed: 4/4 5/5
endurance: 5/5 6/6

Magi tech power armor-
Strength: 4/4 5/5
speed: 5/5 6/6
endurance: 6/6 7/7
And this on top of other stuff we can put into such things. And again, we can also make stuff that helps with binding as shown with the gauntlets we made that while still basic give 1.5 on top of what we already have.

She was quite receptive about allying with Amora in last quest and Thaos wanted Asgard to be his ally, only thing really standing in their way would be Odin. Though i agree that she would already made her move. So Karnilla is probably more obvious suspect.
