The reason we're in such a crappy situation is our constant refusal to actually expand (a) the people we can have to aid us, (b) our magic power, and (c) our combat-power. — Because of A, we have a backlog of fairly high DC improvement-options; because of B, we have crippled our options [like enchanting and/or binding Mjölnir], and because of C, we only pulled out of the Thanos-attack by the skin of our teeth.

Nova Core can buy us time though

We should try to focus on getting enough binding power to bind Thor to Earth to learn how to become a hero.

Or just otherwise controlling him.

Just because it worked in Thor 1, doesn't mean it would work here, now.
Remember, Thor is literally a thousand-plus years younger now than in Thor 1... the QM would be very justified in throwing the anime line "You're a thousand years too early to take me on!" and essentially removing him from being an option for a thousand years.
This is another thing that's crippling the quest: metagaming based on supposition and non-IC knowledge.

A big reason why that worked was Loki sent the destroyer to kill him. Also can you list the problems with my plan so I can see what to change.

@KnowledgeKing can you answer the question if assigning Sigyn to the Roc action will increase the DC?

If Hela returns and Thor is missing, sees Loki who looks kind of like her, and hears that Loki is regent until Odin's firstborn returns, I wonder what she would assume.
 
Look Thor's acting like child, rushing straight in to conflicts without caring how it affects Asgard. I would suggest we get Frigga to attempt to deal with it. Failing that we get Frigga to assist us with convincing people that he should have his titles temporarily removed. If she does not have that power already.

Well she is going to talk to us both and my plan we talk to her first.
 
We should bring Amora with us to visit Frigga. Remember she got attacked with the mind stone and could be a sleeper agent.

We need more Soldiers we haven't recovered the numbers we lost before. Also I would like to standardize our army meaning old units.
We need to get on good terms with Nova to get our story out first. The reason I meet with the dwarves is to inform them of the changes and to get them on our side for the peace summit. I don't want to start the peace summit because for now the other Realms are suspicious and we don't want to confirm this turn when Thanos might of attacked the dwarves.
The stewardship options are to automate our weapons and ships to take the pressure off the AP for next turn
Intrigue is to help steal Titans defense to make attacking easier and checking out the disturbence just in case that's a problem. The spy network should also be formed to replace Heimdal's sight and hopefully they are harder to subvert. Info on Titan is important because our spies are subverted so we need the truth.
For learning it is to study the tablet to help biology and medicine research. Can try to make super Soldiers and help Odin.
Magic is for security since Titan has better tech then us so we need to compensate.
The Loki action focus in relationships so we don't have another Thor problem and it allows us to get an artifact for Thanos fight.

So negotiations went as expected? Perfect. Please for the love if god make sure to bring Osmond and Sigyn with us to make Frigga so that we aren't caught off guard by a Thanos kidnapping.
 
By the by, I suggest watching that new recruit a bit closely and either trying to determine or hiring mercs to sabotage Titan tech expansion. On the bright side if Thanos does attack it should drastically lower the dc for the army options. Nothing brings in soldier like terrorist acts.

We also really need to talk with Thor. We need him and the warriors three now more then ever, and he's the only one who could probably solo a orbital bombardment captain marvel style.
