First off, deconstruction doesn't mean that stuff is impossible. Just that its really fucking difficult. Even Gen Urobuchi himself has stated that he likes characters like Sayaka Miki, and as a writer feels an intense urge to make them suffer not because of dislike, but rather to see how they handle the cruelties of reality; whether they can persevere through it or whether it will destroy them.
Regardless, my logic was that being decisive about one thing is better than trying to do a lot of things, and I couldn't think of anything to be decisive about besides "kill the Queen" and "don't accept the assumed rules".
Urobuchi is one of my favourites, actually. I really like his position of giving both sides equal chances to win out in the end.
However... I am not just deconstructing tropes. I am also subverting and ignoring them at times, while sometimes playing them straight. One can not do one of those all the time, there needs to be variety.

Remember that Radiance only works once per turn, so it's ineffective defensively when facing multiple enemies or an enemy with many attacks each turn. Shining Protector is what lets Moon actually act as a tank in that situation.
After that, it's a toss up for me between the low hanging fruit of Moon's Otherworldly Radiance (300 EXP) and the distant fruit of Veil of the Lunar Goddess (50+60+60+70+70+80+80+90+90+550 =1200 EXP).
Veil costs 500 XP, not 550 - did you conflate one of the 50's into it?
Radiance doesn't give us much, but with modifier save and my 255 XP option we have a better than even chance of rocking upwards of 3000 resilience at the least on Sun from the moment we're attacked, and 4000 if we're even slightly lucky. That makes Sun herself all but immune to mook attacks (define mook? solitary Hell Beast in this case). It's not enough against the high-damage builds, but makes a lot of trouble we'd otherwise be in trivial.
Which is also the time to start grinding Moon's defense, yes - it's just that picking up a useful combat boost is also a decent idea - and might provide incentive to reach for Moonlight Scepter 10.
Also, I'm picking both Advanced Catalyst and Radiant Conductor in order to see if they're possible gateway items for something else.

Only granting Intercept seems off. Especially for something that costs that much EXP and is on a character with negligible base damage. An ability that lets you use ranged attacks to Intercept ranged attacks that aren't aimed at you would fit for that cost, but that type of ability wouldn't fit that warning.
What could fit is if it was like Intercept, but with also having the ability to ignore flight speed and HSC restrictions (to an extent) when attempting to Intercept an attack aimed at an ally.
Veil is still really expensive. Otherworldly Radiance might actually include a damage reducer. Despite the phrasing including the word "resilient", it also specifies "within your shell of moonlight", which to me reads as "after the attack gets past your outfit/skin/etc" (once it's already inside her).

Yes, we need to make Eva more durable. I agree with that. OTOH, we currently don't have a good way to do so. The amount of HP/Res we can get on short notice won't make a difference against most things, so we can either:
A: go for Otherworldly radiance and hope it's good. I don't trust this one.
B: go for veil. This requires it be good, but also that we don't end up needing something else before we end up getting it. OTOH, it's more likely to be useful than Otherworldly radiance.
C: rely on soft and semi-soft mechanics(like skilled/dodge) along with trying to kill things before they get a chance. On the one hand, this has no safety net. On the other, it's the only one that gives us a good chance against higher-tier attacks. (See below)
C(variation): as C, but get flight ranks. They are a pretty good soft defense.
Also, just as a sidenote: if we avoid dying with any of our strategies I will be shocked. We will almost certainly end up dying at some point.

It's not perfect by any means, but it's probably a safer bet than face-tanking, regardless of our investment in defense.
Also, in the main CWMGQ, a surprising number of MGs have pretty low defenses and presumably do the same(Juggernaut drive and what feels like half the old guard, for instance). That's unlikely to be as true here, considering the situation, but helps indicate that it can be done.
Of course, we can do this regardless of where we invest our XP, so it doesn't mean we shouldn't buy defense, either. We basically need the next APT, but after that, investing in defense sounds fine, though we still need the damage to actually injure things with our action.
Another thing we need to take into account is aerial fights. A higher flight rank is very useful there, and we also have a large advantage in that each of sun and moon should get an action per turn, rather than 1 between them. On the other hand, I have no idea how to get the actions to use skill/dodge in aerial combat, so we might be stuck there unable to dodge incoming spells.
So overall, I'd say:

And then the following, in roughly this order of importance, though each is large enough that we shouldn't try to finish it first:

Funfact for you: We had a few times the chance of doing so and the things we need for "Veil of the Lunar Goddess" are written there. I said many times that we need defense because 1 surprise-attack from the enemy and game over. But no one wants to hear that and just ignored that. HP and Resilience give us enough HP to survive against weaklings and maybe to survive a hit from a bit stronger enemys. Together with the soft-defense you mentioned it would be enough to survive. Without defense our soft defense is useless, because we need ALL of our actions to dodge 1!! attack. Now look at the ATP of other MG´s and remember that 1 hit is enough to kill us right now. Therefore before we can get many ATP within a short time (psst we cant get that), that is a "nice to have" but doesnt mean much in the end. What will happen if we face more than 1 enemy? Therefore we need both, but we have some soft-defense now, therefore Rico and Eva (even more) need some mor HP and Resilience.
After that we can focus on Rico and her offensiv ability´s.
Sadly I fear if we dont do this the next time we get exp it will be too late and then we are game over.
Let's assume one of two things. We either give Eva an offensive spell somehow or throwing Eva's scepter will count as a synch attack with Scorching Sunlight. That already massively increases our damage output and offense at the cost of no experience.
So, how about we stop focusing on attack for now, and start putting some stuff in defense?

my idea is along the lines of "balance is not symmetry, balance is not being identical, balance is being equal even if different" which is to say "a pebble can be balanced with a boulder" so says physics. Or put it straight I want Rico to prioritize dodging and Eva to prioritize defense, so we would do something like Rico gets higher level flight (is higher level flight no longer an option?)or some dodging focused skills and keep focusing on defense for Eva.
I put this out there because I think it would be nice to have a long term exp plan to work for that we all agree on. It is a very good idea. Basically your idea is good at leat in regarse of our defense. We should Push Ricos offense mor and Evas heals and abilitys to protect Rico. Flight can be leveled up to and should be used for both even when rico gets more. Highspeed-Combat wont make us evade attacks, but maybe we can move earlier and fast enemys wouldnt be a impossible challenge. with that we should maybe lern a few new spells too.
Therefore we dont need to pin down what we want to level up, because of the abilitys and so on we can buy, but more the general direction.
Before that anyway we need our Basics.

She gets up and offers you one last smile. "I will go back to the other personality you saw before; I like being the dealer more than... a ditz. Anything you want to talk about before we go back?"

Mirror winks at you, but you just pout back and look away. Hand of Fate chuckles before motioning for the two of you. "Alas, it should not be. They lost."

Eva groans and rolls over in bed, stealing the blanket away. You giggle at the sight and pet Ludger good morning. He yips and wags his tail, but does not leave his warm basket... hehe, everyone is lazy today.

Hmmm. Kind of want to train a bit more if we can. Really want to evolve Discipline to the extent Big Sis has it. It sounds like it'd be a fun goal to work towards.
They actually are not traumatised. At least not any more than they were before. The board was helping with that.
Besides, those twins are pretty good at bouncing back from that kind of experience.
I said we need more defense but none of you wanted to hear that. You know the funny thing, with the big amount of EXP we "wasted" last time we could have had enough defense to survive.
