Changing my vote again then.

If taking out the Shadow Crystals will lengthen the time limit, then taking them out should be a priority.
And upon reading a previous tutorial that Strike Teams cannot do much against heroes, only having them with Fenrir downstairs would be a terrible idea if Moroi decides to jump back down there to deal with a wounded wolf. Best to keep Shineon with him just in case.
 
Changing mine slightly as well to keep the strike team fighting downstairs; if shadow crystals on both floors are linked somehow, destroying the ones downstairs has merit, and then the strike team can escort Fenrir upstairs when he stops raging, or Rescue him if Moroi decides (and succeeds) on a gank.

Yes, the Silhouettes regenerated. That just means more things for Fenrir to chew on. It's actually really disconcerting to watch Fenrir rip and tear the Silhouettes to shreds. You're not exactly sure you'd feel comfortable if the targets were, say, human beings.

As the last Silhouette falls, Fenrir visibly slumps and pants, the glowing light leaving his body as his fangs and claws retract.

"R-right, ma'am," Kekkai-chan stammers, quickly running up the stairs to join Pleiades and Gunleon.

Shineon, meanwhile, moves to bust some magic rocks. Admittedly, these targets are a bit easier to hit than Moroi was, so it's really not a contest. Shineon grabs one of the crystals and, with a grunt of effort, crushes it between her palms. It makes a satisfying crunching noise.

Pleiades finds herself struggling to stay upright after Moroi's most recent attack. She struggles to break away and attack the last crystal, since she's engaged in a knife fight with an evil magic rogue. She spots a brief break in the attack and pulls out one of her batons, launching it like a javelin at the last crystal… only for the shot to miss by at least a foot.

Moroi, sensing a moment of weakness after pushing Pleiades back, stabs towards Pleiades with his black crystalline dagger… only to be interrupted as Gunleon barrels through and blocks the incoming strike with his body. The dagger clinks off of Gunleon's armor, causing Moroi to let out an irritated hiss.

"Fine," the rogue snaps as they dance backwards. "I can see this is a waste of time…" He falls backwards into his own shadow and vanishes…

…and reappears downstairs, hopping out of a nearby patch of darkness and looking very put out.

If the crystal use their energy to revive the Silhoutte, I assume they need to gather more.
Maybe this is giving us more time?

If Pleiades and Kekkai rescue their civilian successfully, we will at least complete our main objective.
Shineon has TOUGH, so she reduces all damage by one, a thing that I thought also Fenrir did (but it's more like a Glass Cannon), so we should have the chance to keep FENRIR in wolf form a bit longer.
And since I suspect some interesting interaction between the Crystals and Moroi, destroy all the Crystal is my priority. At least to kill definetely the Minions.
 
As before, Moroi quitting the field allows us the opportunity to clean up the civilians. I'd rather risk a bit more damage to Pleiades and get a better chance of fulfilling our objective. Remember that Pleiades, as a TRAINING hero, is unique among our heroes for still being able to target the villain even when on her last health band.

That said, using tanks seems to be working out really well against the villain, so let's keep Fenrir from getting de-Henshin'd.

Jog my memory for a second, how many Civilians are left in each Location?
None on the first floor, two on the third.

One thing's for sure, we need to be careful on how we approach things. One more hit for Fenrir or Subaru and they're de-transforming, but one more hit for the Strike Team and they're losing Personnel.

Let's not forget that there's still active Silhouettes above and below that are regenerating thanks to their stupid ability. (If the villains can get narrative armor from not being mobbed by our mooks, why can't our heroes have the same benefit?)

And I don't like what Moroi is up to.

Still, rescuing the civilians is our main priority, and the more disruption to the Shadow Crystals, the better.
One thing's for sure, we need to find a way to get an enemy analyzer soon; doing all this damage blindly is incredibly frustrating. Wouldn't we at least know how many shadow crystals there are in an area?

Your Strike Teams have the DISRUPT and SUPPORT Actions, which essentially do that. You guys just haven't used them. It also makes narrative sense: the bad guy can always tear through heroic red shirts, while the heroes can get bogged down fighting the henchmen and mooks.
Also, this is the first time you guys have encountered this FoE. It's natural for you to not know how much damage they can take.
