Lutr himself probably has a decent shot at offering a Contact dealing in undead matters too, actually. I am surprised everyone is defaulting to Paht.

Lutr has been busy managing the Vampire Coast for the past few decades or century or so; Paht has been much closer much more recently to the birthplace of necromancy. And personally taught Neferata. And a bunch of other necromancers. For Old World necromantic connections, that's an insanely high bar to clear. Also reading about Paht's and his students' previous exploits is a delight.

I am admittedly baffled as to why people want to take the teenage elf with no knowledge or experience with lizardmen for following up on New Huatl over the guy who lived in and helped conquer the original Huatl.

Right, we're trying to scope out a lizardman city and learn stuff about it for exhibit purposes. Aenureir knows basically nothing about any of that. The bloodline of Aenarion isn't going to beam relevant info into his head for our edification. Fjolnor can at least go, "Hey, I remember that! It held xyz which promptly tried to kill me!" or, "Oh yeah, we looted insert city item here back before we could tell the good lizard trinkets from the bad, I think that thing ended just being a really elaborate sun dial."

If we could take both of our staff I would, just to give Aenureir the experience, but otherwise Fjolnir definitely feels like the stronger pick. Which I think is going to be something of a pattern when it comes to Harkon Items, given such is Fjolnir's expertise.
 
To be honest, I'm not entirely sure what Fjolnir can add to the investigation beyond being a vampire and saying "yep, that looks like a lizardman city to me".

All else being equal, I'd rather interact with Aenureir over Fjolnir, so I voted accordingly. Admittedly, Fjolnir does have knowledge: Lustria (detailed), so that might be of some use in navigating and locating the city I guess? But I'm not really seeing it as a "must have".

He helped conquer the original version and lived in it as it gradually transformed into Awakening. I feel like that'd lead to picking up on things beyond, "that looks like a lizard man city to me."
