As soon as Leviathan was attacked, the Simurgh should have started making plans. She would not know when she herself would be attacked, but that's the point of having a contingency plan--to use when a situation comes up even though you can't predict how it's going to come up.
And if you assume she can create one Ziz-bomb every hour, that's still plenty of time to have made enough by the time this attack happened. It also works with actual bombs; hide one in each of the world's 100 biggest cities, and set it up so they all go off if she's killed, then tell Hive that.
I know that others have addressed this issue for you, but I think they're missing the point/critical issue for you.
Simply put, ignoring devices ZizBombs are people.
ZizBombs of either category need
time to be built/modified.
Ziz is a computer and thus is running predictive algorithms, which are based on
known information. Garbage In, Garbage Out is a major reason why one of the Mars Rovers had a lot of trouble even getting started for awhile before it had to shut down due to lack of power and actively reboot.
Assuming the inactive Endbringers didn't have any signals going out, there was literally
zero warning time (as little as three to ten seconds on the outside, and Ziz has incredible mass but still obeys the laws of physics when it comes to momentum, which means she needs preparation before flying off) and her prediction set before the attack started said that nobody was likely -or able- to reach her in space or attack her at all.
Thus, like anyone else in this situation, she was caught
completely off guard and then her ability to create ZizBombs and other things was completely disabled by the Anti-Escape Sphere.

Each stream moved down a line of trucks and giant cartoon bombs, all lined up next to each other. All told there were over a thousand waiting, with the final few appearing at the end of the lines before the cameras turned back around.
Anyone paying attention could see that the entire operation was happening in space at that point, a planet hanging in the distance as the cameras sped back down the lines of trucks and bombs
I'll be honest and post a personal complaint: This is the only time we've ever been told (barring the Hookwolf Fight with the knives and the Butcher Fight with the Cartoon Binding Bomb) what the Bullets being used look like. (or I'm just missing descriptions and you can ignore me)
That's a lot of potential dry "Just so happens" comedy that's not being told as things happen.
Upside of that, it came as a funny surprise that she had trucks, cartoon bombs, Cakes and Pie ready to fling at an Endbringer.
I don't expect you to change things, just thought I'd say it here.

Well, that explains the Davy Jones complaint from Assault, and while undoubtedly annoying some people, that's a funny way of saying the Endbringers are dead. And a way of telling people how many Endbringers there
were and now
aren't.
A bit more menacing than Taylor probably intended, but still good.

As a side note, I find it kind of fun how
everyone assumes she's basically Godlike or Godlike But Killable, and she sees absolutely nothing special about it, staying grounded in reality, partly because she sees everything that goes into things, but misses a lot of the implications of what she does.
Kinda reminds me of both Armsmaster, Canon or Otherwise, and myself.
