Considering that she and Hive are basically working to make everything from scratch, Taylor probably thinks that she's definitely not as advanced as them. I'm guessing that she thinks she's several generations behind other mage societies if she considers her rate of progress as equal to or slower than those other societies.
Precisely, but she's too much of a thinker not to speculate about that sort of thing. Furthermore if one device can reach Bet, others might be present or Taylor might run into an enemy mage.
