While his intentions were sound he could have at least Expanded the number cap of the chapters, one thousand marines per chapter are not enough to combat everything the Imperium is fighting, it needs the legions back.

and also yeah, I think either 5k or 10k marines per chapter with the legions being the homebased for the chapter strike forces would do the imperium good...it would consolidate the legions and as well as allow for keeping tabs on chapters before they go rouge and bring up issues like what we had....if guilli hand not done his shit...well...

Taking all the failures and memes away Abbadon is actually a very impressive individual:
He managed to unite followers of all the chaos gods which would normally kill each other in an actual fighting force.
He launched thirteen black crusades against the imperium and managed to natch a reward even if he lost in the majority of them, in the third(?) black crusade he was horribly injured by Sigismund and had to be put in a healing pod, but he killed the first chapter master of the balck templars, and snatched drach'nyen as a daemon weapon.
But the fact that he somehow managed to unite the followers of the chaos gods is mindblowing, keep in mind that these guys and gals would happily kill each other but Abbadon manages to lead in them in a fighting without them killing each other (well most of the time). This is his most glorious achievement.
yeah I agree with ya, our chapter of fallen marines are pretty abnormal by chaos standards due to our sense of "Brother-Hood"...even by normal standards, we care about them...
which is WEIRD...but hey no internal fighting in our little chapter/proto-legion is good for the overall campaigns to come, not to mention more lenient punishments (Still harsh as fuck, its chaos...but you have a chance for another go at the assholes who beat you!), as well as we get to fuck over all the other factions more.

This would probably- No scratch that this would definitely work, the Tau are naive and optimistic to a fault, I mean they tried to convince the Orks and the Tyranids to join their Empire.

The sheer fact that your Astartes see each other as brothers and would gladly die to save one while being worshippers of chaos is mindblowing.
And something that many from the Traitor Legions would be saddened to see.
As for punishments amongst Astartes is simply a lecture of how they lost the battle and how they can improve to be sure that it doesn't happen again. And the marines listen to the lecture and accept it without any ruckus, because their brothers want the best to them.

Rank: Warp-Smith lord (formerly as Master of the Forge)
Mechandrites: (think Spiderman 2 version of them, but extremely sadistic to "Normies" and technology and such, has around 10 of them with multi-tooled sets inside each arm)
Hephaestus was risen to the rank of Warp-Smith Lord (or Master of the Forge) when his own master was slain by mechanicus forces in the crusade against the Shadow guard by elements of the Orodo Xeno's. This was due to his All-rounder nature of mixing Mechandrites in the style of their xeno's allies with their own primitive but extremely useful versions of the mechandrites. Seen as tech-heresy (and desiring the technicalities of the machines for themselves) the elements of the Mechanicus focused heavily on the armored and technological adepts of the Shadow Guard, barely surviving the strikes, Hephaestus had to be dragged by his brothers when the Master of the Forge ordered him and his fellow techmarines to leave him to the defenses, and the last thing he saw of his master, was a Bomb going off the size of a Tsara nuclear warhead...a dirty bomb to deny the mechanicus their due as well as allow the last stand of the chapters leadership to deny the enemy their prizes and allow the chapters members to escape the carnage.
Since then Hephaestus has done everything he could to surpass his old master and his fellow students...studying and working until near death, and having to be dragged by his brothers to the apothecary to not only get his substances, but also check up on his health and be told off by the irritated apothecary. Of course he was searched every time after the first few where he brought his data-slates with him, to allow his body to rest.
Then he unveiled his masterpiece, a massive terminator armor with 10 mechandrites that would allow him to work on multiple tasks and of course unleash HELL onto his enemies, with a nerve-mind link looted from dead-titans and other machines that required it, the Terminator armor allows him to continue to work with the efficiency of a machine, even as his temper and focus usually leads to leading shouting matches and thrown tools in random directions (usually only at slaves, and rarely does he hit them...mostly due to the cost of them, as well as his rather LARGE temper and loud voice enhanced by his armor allows him to drive his point across for his adepts).
Hephaestus isn't just temperamental, but also a bit fixated on his attempts to make terminator armor not only as mobile as standard power armor, but also much more protected then before...and as such is often seen badgering the chapter master for more xeno's weapons, armor, and designs to study and dissect. But despite his obession, he maintains a regular efficiency and order in his forges (a rarity for chaos marines), and takes the time to personally teach every tech marine he undertakes, as well as teach general maintence for all the forces of the shadow guard, ranging from pamphlet guides, to rather orthodoxy lectures, and of course the cursing out of some random smute for fucking up a repair or paint job.
usually armed with a multi-tool Axe/hammer he had taken from a mechanicus forces during the siege of the shadow guard, as well as a plasma pistol personally modified, and his mechandrites this marine is one of the top-hit lists by mechanicus forces...

also have you ever noticed that chaos ships and places tend to be somewhat clean? I mean unless its for a ritual or something (or a nurgle base), everything is usually spick and span. Like you could probably see your reflection in the floor/walls/ceiling if its not a daemon-ship. even then it might be somewhat clean inside.
Its kind of hilarious that some chaos cultists might be janitors that are obsessed with cleanliness...then again nurgle cults might want a "Clean" station in order to see how particular viruses and plagues might be developed...and they just cant have previous examples ruin the experiments! Of course, once the experiment has run its course it can go join the others after being taken out of seclusion and see how it plays with others.
awesome...now the forges of production fire away...soon we can get Raider squadrons of "piracy" going on in the sector...obvious chaos marks will be kept out of sight and out of mind...of course slaves and plunder will be distributed as rewards.
of course this also means we can "research" better automation...even if we do it the skaven way (throw slaves at the problem until it stops being a problem in grim-horror-humorous ways), I WILL have auto-loaders for our ships!!! not to mention other possible upgrades that would give us better armsmen and such...I mean seriously the imperium HAND-LOADS their macro cannons, all it takes is one massive fuck-up and the ship can go boom!!!

Tzeentch: turn them to our side with either lies, betrayals, plots, or turn them into mutant flesh things...depends on what tzeentch rolls for his nerd dice.
ultimately, we need to hamper their ability to communicate with the sector, then we unleash the four cults into fighting styles...for Slaanesh hit and run, nurgle to be the unending advance of filth and flesh, khorne to be our shock troops when we want to win a battle in the bloodiest way possible, tzeentch to hit their leadership with incompetence, corruption, and of course constant infighting.
Our astartes will do what we do best, do everything in our power to REALLY fuck up the chain of command as much as possible.

The invasion of Viomia began with a wave of sacrifices to the dark gods, targeting the few astropaths of the world.
Thousands were dragged from cages and sacrificed in the name of the Four each one dedicated to one of the dark gods, and for these sacrifices the four rewarded them.
Slaanesh corrupted them with its touch, Khorne made their handlers and them pass throughout blood frenzies, Nurgle made that they suffered the worst of his diseases, and finally Tzeentch transformed all of them into winged abominations which rampaged through the planet before being hunted down.
They did not have moments to ascertain their situation as transports vessels along with hundreds of Thunderhawks and Drop Pods landed in the continents of Viomia, the PDF regiments stationed there were blindsided by this and didn't react fast enough.
And before they even reached the enemy all of their leadership was found mysteriously dead. And then they reached and entered in hell.
Their regiments were constantly being raided upon by the followers of the prince of excess, many of troops were taken by and their cries of agony and the Slaaneshi cries of pure delight filled the air.
The follower of the plague fathers came forth after the raids seemingly vanished, their bodies bloated with various diseases happily asking the planetary defense forces to join many did when the horrific plagues they brought started appearing and not caring anymore about their past loyalties only wanting it to make it stop.
The blood crazy berserkers came next screaming at their enemies that they would die and their skulls would join the Skull Throne of their patron, many skulls were given to Khorne in those weeks of fighting.
The followers of the Great Deceiver were the most insidious infiltrating the camps of the PDF and spreading paranoia and mistrust among the leadership.
It took the forces of ruin one month to exterminate or convert the PDF and another to fully pacify Viomia. The imperials had lost hundreds of thousands in the most bloody conflict ever saw in the planet.
There were very few casualties among the invaders.
When the Imperial tithe came upon the world they did not saw a world were chaos has gained its hold, sacrifices did not happen publically and the symbols of chaos were well hidden.
They took the food and it soon spread across the sector, billions had eaten the tainted food laying the foundations of dozens of chaos cults across the sector. And as long the sector did not know of the true allegiance of Viomia they would continue to do so.
