That's the best -- and least pandering -- explanation that I've read.

Artists like to emphasize 'the cutsie innocent child', even though Vista's the most mature and experienced hero on the Wards.

Maybe it's just me, but it screams 'posed PR photo' going for the innocent little girl look.
 
Because both Public Representatives and child-welfare organizations are favorite targets for people to hate on.
It doesn't help that Wildbow made them pretty reprehensible and possessing nonsensical levels of authority to accomplish basically the same job.
Forbidding the Wards from doing cool things fighting isn't always good for PR. It isn't good for the Wards either.

It's in canon. In the wards interlude. It's basically a one-line thing. Shadow Stalker being basically an unhinged coward who had to constantly pick on people she perceives as weaker than her to feel important gets more of a focus when she pushes Vista down.

As a side note Sophia is very lucky she was put under house arrest here. Sure, Sophia would respect the fact Samus's first response to problems is to beat it to death with its own spine and she'd be fine with Samus wanting to kill bad guys. After all, they're bad guys and had it coming (Note, I highly disagree with portrayals that have Shadow Stalker as a serial killer. She's a Vigilante and a bully, not a serial killer) and Samus is a badass.

But see, Sophia has an ego being a bully and all. She thinks she's a "predator" because she can beat the crap out of some meth-addicts. After she shot them with a crossbow and only if she can use her powers of course. That she is the best of the best and anyone who doesn't recognize that is prey.

Samus was trained by an ancient precursor species on a death-world to slaughter armies and god-like beings who operate on a galactic level to protect the innocent.

Suffice to say, how irrelevant and pathetic Sophia is would have been hammered into her head rather quickly.

I gotta agree with NS here. Remember how utterly betrayed Samus felt when she learned what Sophia had done? She didn't even know her that long or that well, but she got pretty emotional. Plus, with her now being established as willing to go blood-for-the-blood-god on people who hurt and threaten Taylor, there's not much room for social in this situation.

On the one Sophia's power would likely let her ignore most normal physical attacks, even possibly from Samus. On the other hand, Samu's armor has a high tech canon built into it that I'm pretty sure can shoot plasma, which I doubt very much Sophia's power could let her phase through. Even if it could, I would very surprised if Samus did not already have access, or could easily get access, to some electrical / lightning ammo / melee weapon. Better in a lot of ways that ImmortalsBlade avoided the 'fight Sophia' route; the chances of such a thing not being a short, one-sided battle seem small to me.

Her power is a dimensional shunt and Samus' gun laughs at those.

Power Beam defies conventional physics, though I don't rightly know what would happen if Shadow stalker was punched by Samus in power armour while in shadow form. I assume it would hurt, a lot.

Also the Wave Beam has an electrical component too it. One powerful enough that even Military equipment designed for operation in hilariously hostile/radioactive environments and in areas saturated by Orbital Bombardment fail miserably against it.

That...didn't really answer my question, so I'll take your response as "I don't know". In fact ,I'm pretty sure you just used my question to do some foreshadowing on what your plans are for Shadow Stalker should we decide to do something about it.

I did answer. It was literally just a one line mention of her getting handed a rabbit, a minor "She didn't like it but she still accepted it" and that's it. Nothing too answer on it.

Honestly Worm is pretty amazing at squandering potential character arcs...
 
I'd imagine a speedster running their hands really, really fast through Sophia's shadow-state wouldn't be too pleasant either.

Nope, she hated being treated like a little kid. I have to agree with the previous comment, that whole picture SCREAMS 'PR shot'.
