It's not exactly part of them, but they also clearly have an intimate link to and degree of authority over the thing before it kills them. From a certain perspective you could almost frame it as a middle ground between selling part of your soul and selling your first born child to the devil.
While popping the parasites out and using IDU to replace the powers is probably more immediately effective I think there's some interesting mad science potential in owning the souls of unborn vampires*.
It's also more politically palatable in a lot of ways. Lower power DF people are always looking for the hook, because it's always there somewhere. We can talk them around, but it'd be way easier if they had a comfortingly familiar fridge horror profit motive to lean on.
"The price of your freedom is damning the soul mutilating parasite waiting to wear your hollowed out face like a mask to hell" puts the awful part they're waiting for out where they can see it and targets it at something they already hate.
Plus it's an interesting in to the soul trade. Molly just wouldn't engage in most circumstances, but this could potentially be the perfect introduction. The seller genuinely benefits from getting rid of what they're offering even independent of any power they get from it.
* Worst comes to worst we could probably put them in cheap essence vessels to use as snacks when we need more motes. It'd be way more infernal than a boring old Jade talisman if nothing else.
