In terms of war materiel your limitation is more access than production. The only means you have to access Sanctuary is for Molly to go there in person, with some people pick up boxes and then translate back.

Pack the boxes right and use MHM an Molly should be able to carry several thousand pounds of material per trip. Also bring people with her who are also able to carry heavy loads.
The problem is not in transferring supplies it's in political relations and hardware distribution. Dropping enough equipment to arm a decent sized PMC group or even a banana republic army is kind of a big deal and is very hard to keep secret. Especially if you are actually going to use it against someone.

Yes intelligence agencies in the real world depend on the fact that high grade military equipment needs to be produced at dedicated facilities which can't really be moved and are therefore hard to hide long term. They have nothing for tracking new noval equipment that just appears out of thin air.

So, does it mean that all troops of Brass Courts killed on Earth will return to the Wheel of FCF and reincarnate there, except those killed by spirit killers?
No, Molly has no idea what happens to the mortals from the Brass Court who die on earth since it has never happened. She does know the spirits will be fine unless killed with spirit killers since they are otherwise immortal.
