You may not keep the money you mugged a man for, you may not keep the insurance money you killed for, you may not keep the money given to you by your drug-dealing financial supporter, and you may not loot criminals because that incentivizes criminality. Not because it always benefits a criminal, but because Crime is not allowed to pay, and you've just turned a profit from somebody committing a crime. On top of that, that money you took is evidence and/or forfeited to the state because it is either illegally obtained or damages of the crimes committed. There is a reason criminal organizations launder their money.

The issue is that without some form of rewards in place you're not giving people a reason to fight crime as capes. They can either work for the government or hope to gain some kind of sponsorship deal. If they're unwilling to do that then they have no reason to fight crime. By providing some rewards you give capes who would do good outside the PRT a way to be rewarded for their efforts.

Your making the mistake of assuming all Heroes are in it for the money.

Sometimes 'helping the community' is it's own reward.
 
Maybe there is a bounty system. I can see that quite easily. We certainly have them IRL, but straight out looting criminals? No, that's stupid. The easiest money laundering scheme I've ever seen, and it took me 5 seconds to think it up: Team up with a 'hero,' have him 'bust' your operations but not catch anybody/thing of importance, let him take the money because it's his right as the 'hero,' and voila! Your man is now in possession of half a million magically clean dollars. The state can't have it because it's rightfully his and they can't use it as evidence because he has it.

But "deal with it."? That is a really declarative for " something I think might be happening, maybe" and in canon villains do out number the heroes significantly.

That was more on the sense that trying to add real life rules to a work of fiction always ends up being wrong. Especially when things will be changed with the presence of actual idiots running around in spandex.

Some rules may be the same, some probably wont.

The canary case is something that showed this.

I know, I just pointed out that Taylor is one of those naive capes that would do heroing and not expect to be rewarded in monetary gain for it.

Oh hi, guys, what's going on here-

Okay, are we really jonesing this hard for a new chapter? I just put up on Saturday!

To hopefully(hah) quell this... I'm not going into minutiae about how Taylor theoretically might or might not be capable of supporting herself if she were to run away or whatever started this. Suffice to say, if she does, I'm sure, given what has been demonstrated in the story so far, that it should be pretty easy to determine how she could avoid slumming on someone's couch. EB isn't irl, we don't have superheroes(how I wish we did), or a government funded organization to manage said superheroes. The legal system for dealing with them is completely alien to us so postulating on what looting from criminal laws are here irl means absolutely nothing to the story.
