There are Star Souls. All things in the Materium are reflected in the Warp. But they are not alive like Worldsouls are. Because life never existed there so it is fundamentally alien.

So, the reasons for my plan:
Lorgar has a traumatised population to counsel and turn into a functioning state and economy. That is probably very hard, and will require that he pushes his powers to the limit and that he does many, many things at once, things represent by extended rolls.
Even though he's very good socially, he still needs to get as many successes as possible, and I think that a DC reduction makes more difference than avoiding 1s.
The World is Mine then reinforces that, allowing him to do exactly what to do to influence organisations to be exceptionally productive and motivated, and then Mind Partition and Voice of the Primarch means he can succeed at doing so to many of them at once.
Someone needs to lead and inspire the space marines, as we were also warned that it would take time for their identities to firm up. Drahma's Voice is ideal for him, as he can just do it without trying while training them in other things like psyker powers. Or down the like psyker powers and sorcery.
For Thalassa, Lore of Flesh as soon as possible, banking xp to get it asap.
For Fan, I want the Shintai, and then to try to rush towards the best Adorjan charms next turn.
The only change from @Alratan's plan is I gave Fan Code of Conduct for those +2 Willpower, a lot of what he does is willpower based.

I'll add that in, as it makes sense. I also edited my plan to include indicative VEE spending, as it fits with some of the other choices.
I also edited in Guiding Hand for Thalassa to talk to the Archmagos. I think she can spare the XP for that.

Dharok as a Demigod has Max Weight.@Yzarc, a question, as I want Dharok to teach the sorcerer-marines this turn, I'm considering VEE granting him Binding, Warding, and Summoning, as that seems pretty useful for people who are both sorcerers and shaman and are opposed to Chaos. I know Fan can break the usual limits and grant up to five dots of Sorcery, but how much would it cost Dharok to buy one or two dots. I assume he has enough Weight himself for that, as a demigod, and is initiated into sorcery, and that 20 XP isn't enough to get from 0 to 5 dots, but it might be enough to get from having a rating to 5.

Your mage has some personal ethic or code of honor, above and beyond the teachings of Tradition, by which she lives. This code guides her actions, promotes higher standards and gives a clear ethical path. Your mage's belief in and struggle to uphold this code grants you two additional dice to all Willpower rolls when he acts in accordance with this code or when resisting some compulsion that might force him to violate the code. You should work with the Storyteller to describe and flesh out the code. Note that if your mage does not uphold the code and ponder its impact on his lifestyle regularly, this merit may be revoked.
How I am ruling this is that only when you roll against someone who is trying to make you go against your code or roll willpower to uphold your code, do you get the +2 dice.
So this for example, would not apply to Wyldshaping. Because as a 2 Dot merit, it makes no sense otherwise.

The Marines, as Beloved of the Spirits and after taking part in the Rez of the Worldspirit has enough Weight to get to 5 dots. Even otherwise? They use EXALTED Sorcery so Weight does not truly apply to those 1000 marines.
