So, Library is a given because that's kinda an important thing. Preservation of knowledge and such, It'll also give us some nice culture, which is our biggest roadblock towards building more temples.
Sacred Forests because we are the current boatbuilding and metal smelting civ in the region, and both of those things are very lumber intensive. We're probably already deforesting chunks of our area and just don't know it. Also @Oshha stated that after we get a few Sacred Forests up and running it will be added to the infrastructure policy, which is good.
Venerate is mainly to get the culture needed for the library, but it also could have some nice synergy with the forests.
 
We should not study magic this turn. Diplomacy is a higher priority and so is building up our army. We should do one of those two things, not increase our mystical knowledge, not at this stage.

Accumulating knowledge is like compound interest. The more you do it, the more powerful it gets. We should study magic more for almost anything we could conceivably do.

Winning action plan have our economy go all the way down to 6 from 22 econ:

Main Plant Sacred Forest
Main Grand Library
Secondary Venerate the Goddesses

This will allow us to build only 2 roads before needing an expand economy.

Main Road -4 econ -> 2 econ
Main Expand Economy +5 econ, 1+ perm next turn -> 7 econ
Main Road -4 econ -> 3
Sec road -2 econ - 1 econ

This will gives us five roads, fill out Greenbay and one other province with only one settlement.

Okay, I think it's time to start spreading our religion to the Urthdysh. Their priestesses are already coordinating with ours to reshape Urthryn and their society. They're open to change.

It'll hopefully help improve relationship to us if their people also (not instead of) start worshiping Arthryn en mass.

Which in turn would meet the Elder faction Quest.

Speaking of faction Quests, the other two actions should meet the other two.

And hopefully with our Infrastructure Policy two Walls will be built.

Which means all of them will be met save for the Crafters.

Why does everyone wants to main Sacred Forest when we should be making Sacred Forest actions more efficient by doing a secondary study magic!

Take a look at our magical knowledge:

Plant Growth Boost (Limited)

It's limited. We should be trying to improve Plant Growth Boost to be stronger, or more general, or whatever improves Sacred Forest action. That way we save on actions in the long run.

Your vote puts us into negative culture, which is a pretty bad thing. The whole reason to pair main library with a venerate is to have enough culture to do it without dipping into the negatives.

Sending missionaries to the Urthdysh without first doing diplomacy is a bad idea. Secondary, missionaries are there to convert people to our religion, not make the Urthdysh more compatible like ours. We haven't discovered syncretism yet.

Consider it a minor leap of faith but I really doubt, especially now that their priestesses are openly working with us to reshape their culture and religion, that it'd be anywhere near as bad as you say it'd be.

So, the matter @Kiba brought up about syncreticsim brought to mind another matter to me. I think it's easy to confuse sending Missionaries as sending people into a culture that has a pre-existing religion that's fundamentally opposed to our own, but that's not what's happening here.

I consider both faiths to be sort of proto-religions. After all, we only recently fully defined our pantheon. So the goal, both in character and out, is not to "convert them to the Arthrynite Religion" but to "show them Arthryn's teachings".

There's no need for it to be complicated.

But, @Oshha, maybe you can shed some light on this? How fully formed are the two faiths and how compatible are they?
