Honestly, I don't believe we dealt a critical blow to Urth; do remember that this is a veteran of countless wars and did quite decisively kick us out of that forest in spite of our Martial Hero support. If any of those settlements we stepped over on our path to his fortress were actually important to him we would've seen our advance halt then and there. But no, he sacrificed them to prove a point; and to bleed us of as many of our forces as possible. Do remember that settlements aren't necessary a twelfth of a province; recall waaaaaaaaaay back then when we first met the lowlanders with their countless micro-settlements? Urth's idea of a settlement is almost certainly different than the Arthwyd's idea of a settlement; an enemy overrunning an Arthwyd settlement would be a catastrophic blow to us due to just how centralized we are... Urth is probably not the same, given how little effort he put into actually defending those provinces.

Urth offering peace is not a guaranteed indication of him being in a weak position; now he may be, which is why I'll be advocating for taking a 'trust, but verify' stance if we do end up making a peace treaty. Keep tabs on him. And besides, he's had time to recoup from any losses we inflicted on him just as we licked our own wounds, only now we lack a Martial Hero to back us up. In a sense, we had our opportunity to keep the pressure on and we spent that Studying Metal. I fully expect a bloodbath trying to press on as things are now, more preparation is needed in order to make a second assault not end the same as our first, so taking peace so we can get something out of the mandatory preparation phase (or maybe, just maybe (probably not given how the vote is going), we get actual lasting peace and can focus on infrastructure again!.. We did fall behind a fair bit with our latest settlements.) is my plan.

If it turns out his nation is weak, keep ahead on the arms race to punch him in a few turns. And besides; figuring out how to actually kill him is going to be vital if we want to end this through war.

People having varying belief on if we came close to defeating Urth or not is precisely WHY we need to seek intelligence in the lowland.

Or wait to attack until after we've got more settlements. Maybe a settle/explore turn? Then we could Train More Sacred Warriors Main and a study magic to hopefully get some more military magic, military tech in general, followed by a MAIN warty party with some study metal? Lots of different options that don't include immediately attacking.
 
Or we could settle and get an extra action.
