As said above it is a result of how Valkyrie Cores work. Like Shards growth is directly related to conflict and how challenging something is.Is that specific to this world? But as an addendum: Taylor and Anna's relationship is definitely something the UN wants to cultivate (or just help along); the best way to achieve that is to improve Taylor's social skills and reign her in when she goes too far (socially or otherwise); having Setsuna and Kojirou on their flight will definitely help with that.Instructor Shapira's actions definitely fall under "don't try this at home," yes. Another important thing to remember is that—even before Symbie's sensors shenanigans in Africa—QA and Anna were each more valuable to the UN than most other Valkyries and any other Valkyrie, respectively. Ensuring the effective operation of that duo takes priority over the well-being of a couple no-name cadets. The high likelihood of genuinely helping those cadets due to Valkyrie Core quirks? That's a side bonus.
