So, for explanations.

-We need to have the faction at least set to be ready for fighting at any given moment. Baseballs Bats and Brawl is for this purpose, giving our troops some training.
-Recruiting is a must, and focusing with Personal Attention to get the best result possible.
-Entertainer's Shack to keep updated with things there. Aliens to gather some info.
- Porky combo to keep an eye on him. Buzz Buzz gets to have some time to think on a cover story.

Reasoning: Expanding the Treehouse or taking the Hill are both good groundwork actions. I prefer the Hill. Recruiting is obvious, we need more hero units and we have at least one guaranteed. I was considering going for the Baseball Bat Factory, for the funds, but it's too high DC to be worth it. Once we're a bit bigger. Funds are good, that's self-explanatory. Rumors is a bit of filler, but we don't have the clout to force a chat yet, so sneaking into the arcade feels risky, and aliens seems useful. CD putting PA not only increases our chance of finding a good hero unit, but, since her depression prevents most of her PAs, it's not even much of a cost, and I think forming some social bonds could help. Also, her other coping mechanisms are awful. Not that she has many options, I don't blame her, but i'm not having our girl become a druggie.

I want to remind everyone that CD is depressed and has a -10 to her actions. Everything except Martial and PSI is at a small penalty right now. Nevermind I was wrong about that. That said, I would still prefer we try to build our faction up a bit before we take any big moves.

I don't like most of the depression options, but we should probably take at least one right? Sleeping more seems like the least damaging out of them but I'm not sure how much it will help. I feel like self-medicating is out of the question, embracing a vice... Well, it depends on the vice but probably not good either.

Yeah, sleeping in. Sounds the least harmful of us. I definitely think we should try to take the sharks over and make them as a subsidiary of us.
 
I feel like getting our gang armed with baseball bats is like, mandatory. Currently they're armed with like, literal sticks and rocks. Honestly I'd give them bats before even training them. You don't need that much training to be capable of using a bat as a weapon.

I'm against using the mayoral paperwork for the public fund. It seems kind of a like a weak use for it and I'd rather keep it in our back pocket for a rainy day.

Think I like recruiting, getting baseball bats, rumors, and reading up on aliens for the diplo, stewardship, intrigue, and learning options, though could be persuaded towards other intrigue options. Cover Story for Buzz Buzz and coping for Porky seem straightforward.

Definitely think we should take at least one of the coping options and foster loyalty. Spending time with Kart and Floppy doesn't seem too bad for a third option and not really picky for what we should pick as CD's fourth personal action.

I like most of the martial development options. Probably leaning towards Brawl training, war room, or workshop atm before expanding the treehouse.

Where does it say that? Far as I know the only effect it has is that it doesn't let us take certain actions.

ok, tenative plan, if we take martial for basic training, diplo for reach out for the sharks, stewardship for buying baseball bats, intrigue for investigate the OPF's plans and learning for local disturbances we would find out more about what *most* factions are doing
and be way less likely to be hit hard by any shenanigans they're pulling, while also buffing our combat capability (to existent) so we can do more violent actions in the future

i don't currently think there's much to gain from taking the hill unless we want somewhere to expand? sure territory's nice, but it'd be a bit awkward due to our small size and there's probs more foundational actions? so using the treehouse should work for now, at least while we have space for a structure in it
it's probs important to do recruitment admittedly, but meeting franky seems like a limited time opportunity, whether because the situation will explode soon, we become enemies, or we end up losing their respect.

I wanted initially to claim the Hill, but I think we could do the Lab first. There team already have some stuff to be "researched" - meteorite, Starmen Cadaver, mystery drug and so on. Hill likely would be a source of stuff that could be investigated in Lab, too, but again, we could first start investigating and then add new research topics.
Recruiting maybe will gain us someone with better Learning, or some other options and it lookcs like least troublesome diplomatic actions for now.
Baseball Bats would cost significant funds, but would probably prepare the crew for the Hill takeover or to fend off some initial trouble.
Entertainer Shack is probably most important for now? Or maybe listening for rumors, if aliens have already started messing strongly in Onnet itself.
Though via checking Local Disturbances, on other hand, we should be learning something about alien (or other) trouble in Onnet.
(Reading up on aliens would bring us new study options, but we already have some, again. Let's start clearing the backlog first and grow it second.)

Spending time with Porky is a safe-ish choice, as we don't know what's his loyalty numbers are and it would be nice to pad it a bit just in case. Most of other personal actions should maybe attept to deal with CD's depression in least awful way?

first of all, the focus is on getting our members combat-ready, and dealing with other factions right away before they unveil their plots and cause problems. the prior is probably essential for a lot of martial/combat stuff and i don't think we'll be able to do much at all without it, while the latter is a way to buy time/prevent getting screwed over by the factions in questions negative events, and hopefully unlock some improved options?

to head off possible issues with this
the entertainer's shack is a big action we may be missing, but i don't think it's the most essential? we can sort of assume what the slugs are doing (getting more dangerous, mind controlling people)? and i don't think we're really able to oppose them in the short term (since everyone'd get mind controlled at the moment)
meanwhile, the OPF exists as a somewhat suberted force that might be causing us problems more immediately, and i think it's prudent to ensure we can survive whatever they're about to do
as an aside. if we put learning on investigating Giygas's influence we're not missing out on them completely? this and the insects may be linked, so we could find out what they're actually planning this way (while leaving intrigue for the OPF)

(for personals, the coping methods are all flawed, maybe give it some time and let healing come naturally? conveniently there's not many other options, so we can focus on interacting with people which may help. some stress relief might help too, especially if our social batteries are out)

note: i previously had sharks on this but i think it's worth hoping those can be delayed safely. i can add it back in if people want though
using diplomacy on the sharks instead of recruitment sucks, but it could be worth getting it out of the way with, since if events kick off or we become enemies due to later actions it'd be notably harder to do? frankie's *probably not suborned* so represents an influential figure we can just explain the situation to(frankie's a gang leader, but pretty level-headed compared to the rest of the sharks iirc) in order to get us on the same page and thus avoid wasting resources fighting each other, which would probably do a lot to save us hassle later and let us focus more on the real threats.
as a plus, it would lay the groundwork for absorbing them in the future(bit of a way away, but good if it happens) and gives us the opportunity to see what they're up to inside the arcade. probably just frankystein and other weapons, but it'd be good to know.
