Even on bases where people are allowed to visit the docks, they usually don't. That's when the ships are in their most vulnerable states, and since shipgirls can tolerate a lot more pain before going combat ineffective, their wounds tend to look much worse.

They're like the Warthog. They can have a rudder shot off, a turret blown up, and an eye gone and be able to sail home.
 
Or they might be naked. While that's not a problem for some, it's going to be for western cultures.

I don't think they're high-ranking enough to have aides...those are only for flag officers. Gale's a CW2 and Wash is - I think - a LT. The "lucky" people in their cases are their would-be subordinates.
