Kentucky won't happen. BelBat rules state that a ship has to have a crew and have served with that crew to get a ship girl. So Illinois and Kentucky can't come back.

Shinano was launched and manned with a (partial) crew. She is about the limit on what counts.
By contrast, say, Aquila is probably out. She never sailed with a real crew.

Kentucky's never showing up on the side of the angels. A ship needs a soul to come back, just laying a hull isn't enough. She needs a crew who love her and breath live into her before coming back is even on the table. Also, I have a really irrational hatred of Wreck for reasons I can't quite figure out.

I do believe the closest one can get to a 'paper' ship is a hypothetical remodel. Case in point, Akagi and Kaga flinging Reppus. Or, whenever I get around to it, Tiger getting a 'WW2-era' refit to bring her more on par with the Kongou sisters-that-might-as-well-be-her-sisters. There's a bit of a difference between ahistorical (but still possible) refits and a ship that was never properly commissioned, though.
(admittedly, if JMP decides that teasing me is enough of a cause, it is also possible for a ship that started as one ship and ended up as another to come back.
