So, apparently since the the Iowa's were constructed so as to permit a "designed overload" of 20%. This means that they could generate 20% over their designed power rating of 212KSHP without fear of damaging the engines. Based upon this and the results of the model testing, the Navy theorized that a lightly loaded Iowa at 51,000 tons could reach 35.4 knots at 254KSHP. Added onto it, some people have theorized an absolute maximum "oh god the engines are eating themselves" SHP of 280,000 horses...

For those who don't know, cavitation is basically the frothy bubbles you see coming off the stern of a ship, and it's from the seawater boiling. Water can boil at different temperatures depending on the pressure: high pressure raises the boiling temperature, low pressure lowers it. As a ship's propeller spins faster and faster, an area of low pressure forms on the propeller blades and the seawater starts to boil.
So what does this have to do with the Iowas' speed? At a certain point, their propellers would be spinning so fast that the bubbles they create start to displace the water needed to support the ship's stern. Basically the entire ship pulls a wheelie like a motorcycle: the entire stern sinks into the water, the speed plummets to about 20 knots, and everyone on board shouts, "Oh shit!"
