So it looks like we're going to get another 7 or so Perk choices. Well, really it's going to be 6 choices since the level 30 perk is bound to be too good to not take.
So I've decided to list out the most interesting perk trees and their arguments.
Combat: Melee
A nine perk long tree with a capstone that gives a fairly mediocre +100 to Combat Checks. What is is far more impressive is that this perk includes a +250 to Morale bonus to our forces, not just nearby but also for those in local sectors and an equally impressive -250 morale to our enemies.
The perk tree for those who wish they were Leman Russ, not perhaps the most interesting of perk trees and it's a bit lacking in any particular synergy considering our previous choices to command, build and psykery our way to victory but it is one of the few complete perk trees we have access to and in the end the question you have to ask yourself is who doesn't want to be Leman Russ?
Speech: Diplomacy
Currently, we have only seen the perks here up to skill level 100. But the ones we've seen here are impressive, each giving increasingly massive bonuses to speech checks. The diplomacy 100 perk here which only requires another 3 perk choices will give 3 times our Karma as a bonus to speech. Currently, our Karma is at 480 so it's easy to see just how enormous this bonus currently is and has the potential to become.
While the raw numbers here are impressive as hell they don't really give us any new options that didn't exist beforehand. Additionally, speech has to compete with the other methods we have of convincing people to 'see things our way'. Methods such as mind control which while we wouldn't use such methods on friends our enemies have no such safeties.
Education: General
A perk tree that requires 7 perks to hit the capstone which gives a very nice +150 to all our skill checks.
These perks suffer perhaps more than any other perk tree in not giving additional options. While the general boost to all checks is impressive the high perk cost to get there makes this tree much less desirable.
Education: Esoteric
This perk tree has only 2 perks to go before we reach the capstone so I'll mention them both individually.
The 180 perk Jump The Gap gives an excellent +250 to our psyker checks and +200 to ally psyker checks which are reason enough to pick this perk. In addition, it allows us to create delta level psykers, a boon to our industry given how many charms and talismans we seem to churn out.
The 200 point capstone Bridge the Gap appears to give no such bonuses but what it does grant is even more impressive, it allows the creation of beta level psykers. One in a million has the potential to be turned into a beta level psyker (the level of a Grey Knight GrandMaster) and considering our current population of more than Eight Billion that's as many as 8000 potential beta level psykers. No doubt the Eldar are weeping in envy at the potential psychic might we will one day have.
Psyker: All: 100 Perk. Murphy's Enforcer.
-250 to enemy Checks. -100 to enemy rolls. That says it all, the ability to just sit back and relax while our enemies trip over rocks and die. The opportunity to just passively have our enemies fail and die is quite the desirable one, of course, the cost is that to complete the Perk tree to achieve this we need an impressive 10 perks.
Additionally getting this perk will unlock even more no doubt completely insane perks that are locked behind it. Murphy's Enforcer certainly shows itself as one of the more interesting perks we can get access to.
Psyker: Manipulation: 100 Perk. Elemental Mastery
Part of the perk tree leading to Murphy's Enforcer, this is a tree that's 5 perks long with a capstone that gives a generous +250 to Combat, Tactics, and Medicine Checks.
Considering that these perks give better combat bonuses than the actual combat perk tree and a healthy dose of tactics right when we're about to go to war with the Orks this is quite the delicious perk tree. The Elemental Mastery perk tree is part of the prerequisites for Murphy's Enforcer and gives the ability to shatter continents and trap entire populations in eternal night and shows itself to be one of the better perks on the list.
Psyker: Willpower
Only 2 perks left on this perk tree. The 100 perk Unbreakable Will gives extreme mental resistance and a relatively disappointing +50 to Psyker Skill Checks.
Part of Murphy's Enforcer line but less intriguing than other perk trees since Serras is already capable of fighting off the mental attacks of even the greatest warp horror. On the other hand with a truly unbreakable will perhaps it may be safe to go poking around in areas that even the greatest and most daring would not think to search for fear of the horrors that lie within.
Psyker: Esoteric:
The Esoteric tree has only 2 perks left to reach the level 100 perk Warp Chats, while this perk doesn't grant any direct bonuses it does allow for (relatively) instant communication with other psykers.
Considering we have a fancy new fleet and a fancy new team of psykers all ready for deployment one can't help but wonder about the incredible tactical and strategic benefits this superiority in communication and coordination this would grant especially for conducting raids and war against the Orks.
Additionally, we should have unlocked a fair few new perks that are likely to be of interest in the coming perk choices.
No offense, but there's this tiny little thing that makes what you just said irrelevant. Well, the last part.

It doesn't freaking matter if we're the greatest genius in every single field since the Emperor, if we can't fight, because EVERYONE IN THIS SETTING can fight, especially when it comes to beings that are of any interest to a Primarch, and the more valuable we are, the more people and monsters will be gunning for us, to either kill, capture or corrupt us.
It doesn't matter if we casually advance all of humanity when a random Chaos champion can kick our shit in, grab our unconcious body, and drag it to some torture cell on the closest Daemon World. We have to be able to fight, because all of our genius will be worthless if we're dead, or actively detrimental if we're corrupted. And make no mistake, in this setting, we WILL have to fight. There's far too many things that'd be interested in getting rid of us, and many of them will be too powerful to simply dismiss.
Also, someone really failed at basic reading competence if they think the Combat perks are only relevant to Planet-level combat. The bonuses START with a general "all forces under your command get bonuses, and all enemies fighting against you get maluses", proceed to "all forces/enemies in the system", then "all forces/enemies in the sub-sector", advance to "all forces/enemies in the sector", become "all forces/enemies in the nearby sectors", and end with a glorious "giant fuck-off bonus/malus to all forces/enemies WITHIN FIVE SECTORS OF YOUR POSITION, JUST BECAUSE YOU'RE THERE".
Those perks should NOT BE DISMISSED. Once maxed out, they can literally end wars just by forcing all of your enemies to run away in terror, or by making them surrender. At the very least, they'd vastly increase the ease with which we could use our Speech to actually END a war, since our mere presence would've removed any thoughts of resistance.
Should point out that Serras is actually one fo the most powerful combatants at the moment due to being one of the most powerful psykers in the galaxy by sheer dint of being a Primarch and an extremely skilled psyker and having skills that significantly boost her combat skills. So Serras is in fact likely amonng the most dangerous of Primarchs through sheer psyker might and skill or will be once she gets the perks/skills to boost her even further.
There is also the fact that at the moment we are pretty much consigned to one system and we aren't expecting to fight anything beside the Ork Waagh in the future so sector wide tactics doesn't seem as relevant at the moment.

After all, I explicitly described Combat Perks as things that should be chosen not because of PERSONAL bonuses, but the VAST bonuses to the forces under our command, and a giant malus against our opponents, which, upon being maxed out, is an effect that has the range of "within 5 sectors of your position".
You keep talking about how much our (currently nonexistent)fleets and armies will do our job for us... and you use it as an argument against a perk tree that immensely enhances our (currently nonexistent) fleets and armies, and horribly nerfs the fleets and armies of our enemies, and aids greatly with keeping conquered areas compliant.
Besides, it is plain stupid to just rely on our Psyker powers and believe them to be infallible. It is the very nature of the Warp to be unreliable and chaotic. The Old Ones were the absolute grandmasters of the field, with us being barely on the radar in comparison, and they were EXTERMINATED. Who did it? Necrons and fucking ORKS. What are Necrons? Soulless machines that are explicitly designed to counter Psychic abilities of all kinds. What are Orks? A race specializing in physical combat that, in huge groups, warps reality around them.
What the hell do you expect us to do if we end up facing a Shard of a C'tan? Throw waves and waves of our people to be butchered so that we can bravely retreat because we've never bothered to master the field that all enemies willing to go after us have, and smugly grinned at our superiority all that time?
Or, what about when we reach the Heresy and have to face other Primarchs in battle? Virtually all of them have mastered Melee to some degree. We might not be able to just blast a continent or a planet to get rid of them, because we might be in a very densely populated spot, but without it, we'll be torn apart. With Melee, we'll be able to fight them without causing vast collateral damage.
That doesn't even include the obvious conclusion that, if we keep using only Psychic powers and explicitly avoid Melee, our enemies WILL catch on and exploit our arrogance by PUSHING US into Melee, effectively slapping everyone who wanted to avoid the 'boring' melee combat by forcing them to see constant melee combat. What point is there in having the power to blast continents if an army of Daemons got into our city and our people are fighting for their lives? What, are we supposed to melt the city and everyone in it, including our Social Links?
Melee is a field we should master for a good reason, and that reason is the fact that it'll let us remain fully capable of wrecking shit without destroying everything around us. Ironic, I know, but it is actually something that'd vastly enhance our capability to act subtly. Well, relatively speaking. Primarchs are hardly subtle.
Hell, we don't even HAVE that vast destructive power people think we have. That's explicitly part of the Elemental perk tree, which we haven't even touched. Even if we had, specializing in Psychic power sure as hell didn't help Magnus when he got his spine broken by Russ so hard his soul shattered like glass, and Russ happens to have gone into that 'boring' and 'unnecessary' field of Melee Combat.
This arrogance is BLINDING. It's the same damn mistake Magnus has made - thinking that Psychic power and intelligence will solve everything, and getting his shit kicked in on every single field as a result.
Notice that nobody is suggesting going full-Russ and SPECIALIZING in Melee Combat. That, I agree, WOULD have been boring. After all, we have fucking MAGIC. Why WOULDN'T we want to warp reality with a thought?

The combat perks are not getting dismissed, they are just a lower priority right now compared to the Education, Invention, Forging and Psyker perks as those have uses outside of combat and will help us get ready for the Ork WAAGH. The combat perks on the other hand are only useful once we start fighting and so can wait until we get the All Stat 25 which we should have before the Ork WAAGH arrives. Right now we would be getting 30 perks from hitting the All-25 (plus 1 more per level gained since now) and that is more then enough to grab all the Combat perks. Technomancy was useful as it really powers our invention skill which in turn lets us better upgrade our home and the people there to be ready to fight the Orks. Education General buffs all checks, useful right now for forging and invention and psyker checks to protect our people vs Chaos, and later useful in combat for Tactics and Combat checks. Education Esoteric lets us get more psykers into place and more importantly by chosing the individuals who can handle that level of power and diminishing the power of those who can't control what they had naturally to a level they can we get more stable psykers in larger numbers providing a force multiplier there.
So in the end it is less that we will never pick them up so much as right now there are better areas to focus so that both we and the system in general is in a better position to fight the Orks and other forces.

And I have no problems with waiting until the All-25 perkfest to max-out the combat perks and get the Goddess of War perk. I just don't like people outright DISMISSING it entirely, while excusing it with excuses like 'blah, we've got Psychic powers, we don't need no melee'.

Crystal Weapons: Basic. +10 PDF rolls, additional +5 to anti-Daemon rolls. +25 to Champion, Hero, and Paragon unit combat rolls, including yourself. Basic Null Rune Crafted. Daemonic Incursions can only occur on natural 1s on worlds equipped with these. Basic runes may now be created through Invention actions. Existence of Chaos Gods suspected IC. Rule Shard-Enhanced Null Runes. Drastically lower chances of Daemons manifesting around very young children or in places like public schools. Cults have a more difficult time indoctrinating youth of a planet without disabling these, which would be very noticeable. Mining/Repair Ship. This ship is designed for mining and conducting low-level repairs, and only these, making it different from any known class of ship. Most planets you know of IC use purely human mining, simply having a Cruiser tow an asteroid to a stable orbit around the planet if they want to use the asteroid belt(s). One of the Ship Building actions will be automatically be taken for free each Turn until exhausted, as the resources are gathered automatically and carted over to the shipyards.

In your studies with Master Herman, you've learned how to create a large variety of items, and work with a large number of metals and alloys. +25 to Invention, Forging, and Electronics Checks.
Perks & Flaws
Primarch: The Emperor created 20 sons, who rivaled him in physical, mental and psychic might. Roll 1d20 instead of 1d10 during character creation, add 10 to result. All Skill Caps are set to 150, with Tagged Skills [T] set to 200. All Tagged Skills gain +5 per Level. Gain a Perk point every Level, instead of every other Level. Warp Spawn: As a being spawned from the Warp, you are an anomaly, with the potential to severely screw up everyone's plans. +2 to Power and Control. Due to the power of your psyker nature, psyker abilities are automatically unlocked. Converts Piety to Power and Control. Powerful Psyker. Reward: Drastically lower chances of Daemons manifesting around very young children or in places like public schools. Cults have a more difficult time indoctrinating youth of a planet without disabling these, which would be very noticeable.

Reward: Mining/Repair (More like a bandage if you're not an Escort) Ship. This ship is designed for mining and conducting low-level repairs, and only these, making it different from any known class of ship. Most planets you know of IC use purely human mining, simply having a Cruiser tow an asteroid to a stable orbit around the planet if they want to use the asteroid belt(s). One of the Ship Building actions will be automatically be taken for free each Turn until exhausted, as the resources are gathered automatically and carted over to the shipyards.

The original difference began in the Turn 9: Project Results with 'Invention Project - Anti Warp Corruption Artifacts'. We pass 45 Checks which should have given us 450 Exp but the QM gave 250 Exp.
The second difference came in Turn 9: General Richard's SL. We passed 31 Checks which should have given us 310 Exp but the QM gave 290 Exp.
Also, unless I've miscounted, we only have 6 Perk Points, not 7. We Leveled Up 5 times.
After all, I explicitly described Combat Perks as things that should be chosen not because of PERSONAL bonuses, but the VAST bonuses to the forces under our command, and a giant malus against our opponents, which, upon being maxed out, is an effect that has the range of "within 5 sectors of your position".
Skills that make a bonus for personal forces, and malus the enemy. Hmm...sounds like tactics and Divination to me. They do the exact same thing and have a wider range of application.

Fucking Orks did jack-shit. They tried...an they failed because they had primitive Technology and Melee. And they were unable to touch the psychic masters. As for the Necrons...they basically spammed Super Science a bunch. No melee there. You're not exactly helping you're argument...
Run away and bomb the shit out of it with ortillery? Nothing works against Necrons except complete overkill or Wraithbone. Neither melee or psykers are going to cut it here....but making recreating Wraithbone or a runic equivalent would....which wait, wouldn't that be a product of science and research plus psyker knowledge? I believe it would. Again, does not help you're argument.
Heresy and have to face other Primarchs in battle? Virtually all of them have mastered Melee to some degree. We might not be able to just blast a continent or a planet to get rid of them,

And it's also why we've been emphasizing will-power and perception and stuff. To not fall into obvious traps. I see no reason to not screw with things using teleportation, or just bitch out and teleport away before lighting the whole area up.

Edit: I did forget to address how we don't have an army to hide behind direct yet. This is pretty much the same problem as how we don't have the gear to take advantage of super-melee. We need to make it first. Which...is kinda why I don't want to spend perks on personal CQC. To be honest, I'm not sure why exactly this is a negative to my argument because we're going to have to put some serious work in building up a military anyway...
The combat perks are not getting dismissed, they are just a lower priority right now compared to the Education, Invention, Forging and Psyker perks as those have uses outside of combat and will help us get ready for the Ork WAAGH. The combat perks on the other hand are only useful once we start fighting and so can wait until we get the All Stat 25 which we should have before the Ork WAAGH arrives.
We shouldn't be working on the assumption that we'll only be facing the Orks 6 turns from now.
First of all there's the local feral Orks, admittedly they're not that big of a deal and can probably be taken down by Serras alone while she's naked and blindfolded but they're still around and we'll presumably be killing them for quite some time yet.
More relevantly is that it's a bad idea to just wait idly by while the Orks build up their forces and conquer any planets in their path. It's an even worse idea to let them make preparations to attack us on right on our doorstep.
Rather we should be sending scouts (which Warp Chat would help with) to search for allies, resources and battlegrounds and then follow up by sending raiding forces to skirmish. Additionally with any luck we'll find an ally in the way of the Orks and can then hold any major battles in their space rather than our own.
A hypothetical turn order would go something like this:
turn 1 and 2: Send scouts to find resources and allies, make diplomatic contact and make a map of the local sector.
turn 3: Initial scouts find the incoming Ork forces, force disposition and heading determined.
turn 4: Initial skirmishing beings, Serras proceeds to kick ass.
turn 5: Final battles with Orks commence
turn 6: stragglers run down, previously scouted and captured resources claimed, celebrations commence.
While we might not get something exactly like this the fact is we should definitely be prepared to face Orks before turn 6 because we really don't want to have to deal with them crashing their crap into our planet.
For the known perks I can't disagree too much, Education General may seem disappointing but all the higher perks boost all skills so they are useful no matter what we are doing which makes them very versatile in their application, and when it comes to opposed skill checks at some point all the modifiers we can get to a check just make it better. The main thing is to see if our higher Invention and Forging skill levels unlocked any more traits like the Toolbots which improved our action economy by allowing us to use one action for two invention projects. Murphy's also opens up the over 100 psyker perks and we can see how good a lot of the 100 level psyker perks are which makes me want to know what lies beyond. High speech is still useful though, as it may just let us talk to the Eldar and could help with getting through to the other Primarchs.
For perk choices the optimal way to go seems to be:
Psyker: Esoteric Warp Chats perk: This will allow us to stay in constant communication with our ships allowing for us to command ships even while away, perform diplomacy without needing messengers to go back and forth, knows about dangers if they destroy our ships and coordinate our ships effectively.
This perk seems to be absolutely necessary now that we're leaving the system.
The Level 30 Perk: These perks always awesome and I don't see that changing.
After these 3 perks the next perks are somewhat lesser in priority and not quite so obvious in being must takes as such if something better comes up in the new perk selections I could easily see them being swapped out.
Education: Esoteric Jump The Gap: Mostly just for the incredibly large boost to psykery and since we're using psykery for so much currently from building ships, making charms and doing battle it seems like a good choice.
Psyker: Manipulation: Elementalist and Element User: Since we're about to come into a lot of situations where tactics are important taking perks in this chain would be excellent, they also boost combat and medicine which is nice and are part of the tree for Murphy's Enforcer
Those would be my 6 perk choices, although I could easily imagine swapping out the Elemental perks for Diplomacy perks if that's where you feel they would be better spent.
Personal thoughts on the melee arguments
Serras can certainly hold her own in melee combat if it occurs, she's extremely skilled in that area and has a large number of psyker powers that further enhance her in that area and is currently getting even better with the new crystals and training. That being said she's even better out of it where she can properly command allies and and focus her psyker powers to hijack battleships, wither flesh and crush minds. It's simply not very efficient for her to go into melee combat or focus perks in that area if there are other areas she can look into.
Serras being trapped in melee with a superior opponent is also fairly unlikely though what with the ability to stay at a distance, teleport, sense minds, fly, etc. The only opponent I can immediately think of that would both have the capacity to trap Serras in melee through disabling these options and beat her there would be the Emperor.
Not that this is really relevant since the combat:melee perks are desirable for their morale bonuses rather than their combat boosts.
So my Point is rather than focusing too much on Melee build, let us follow the same policy as Emperor, create Few Primarchs with Specialed attribute(Stealth, Assassination, Void warfare, Administration, Law and Diplomacy) and use them to cover her weakness.

Another factor was that Emps really screwed up as a parent. Even then a lot of the Primarchs turned out fine even if they did have some flaws, because hey human. If we do create our own Primarchs we should probably have only one or two at a time to avoid issues.

Learning 50, learning 25 gave us +2 Minor Actions so Learning 50 should give us more. Also at some point we will finish with the SL that we want to advance, thanks to our push for education-all and starting with the Learning 25 perk we have a lot of actions. Between major and minor we had 23 actions for the year (24 if you count being able to do two invention actions in a single action slot thanks to toolbots).
I'll admit I haven't bothered to read most of the stuff in here, but I will say one thing in regards to the 'take Combat perks or no.'
One of the main reasons that Magnus was so haughty over the power of Psykers, and was partially responsible for his fall, was because he relied too much on his Psykic powers and never really learned the value of pure, martial strength. How sometimes, you can't solve problems by hitting it with copious amounts of psychic lightning or by seeing the future. Sometimes, you just need to get in close and drive your sword/spear/axe/fist through the problem's chest.
I don't want us to fall down the same path. So I think that a Combat perk or two wouldn't be out-of-place, nor a waste of resources.
