Why are people spending points on civilians? If we don't we get 4 more points from Conviction channel (for a net gain of 6 to use for useful things). And they go even further now.

1)Crawler, aside from Siberian, is the only member of the Nine who can actually face a small army in the open, without even needing to be sneaky. He's muscle, and pretty serious muscle. Removing him from play significantly limits the Nine's options, and makes it easier to kill the others.
2)Right now, there's a major discount on capturing him. 2 points to take out a guy who might qualify as a class-A threat all on his own? Worth it, and it's an opportunity.

Once we've finished off the 9, no one is going to worry about civilian casualties; deaths happen in S-class events. I'd rather sacrifice some civilians and get Hachet Face out of the way, then save a bunch of faceless nobs and have HF murder one of our friends in the coming days.
You're making a pretty big error here by failing to consider the long term ramification of your choices.

Our largest challenge in this quest is going to be figuring out how to bring Autobot into Nowhere-verse and not have it be a catastrophic disaster when things switch from oWoD to motonic physics. Having the public on our side, with the resources that having the public on our side would bring, could make a substantial difference.

More to the point, consider the short term PR - Jack attacked us in our capacity as the champions of Autochthon. Do you want to prove him a dirty liar or not?

Grom specifically wrote that if you spend ZERO points towards civilians that it would be VERY NOTICIBLE, as in you did nothing to even TRY to stem the casualty level, WHEN WE ARE A HERO. More then that, being able to almost completely neutralize any civilian casualties will be just as noticible, which is very good PR, which after that Autochthon dark-god religion shit that the Jack(ass) pulled, we'll need to gain more support for more willing conversions.

Rescuing one twin but not the other is a strategic mistake. The Nine will respond, and they may well get creative with what they do to the remaining twin.
Also: Rescuing one twin reduces the Nine's ability to teleport. Rescuing both twins negates the Nine's ability to teleport (while also taking away from them the captured capes with healing powers, meaning any of the Nine who get injured this update can't immediately bounce back from it).
So, saving both twins isn't twice as good as saving one. It's much better.
 
We moved here knowing that there was a big chance the next Endbringer would follow us; we knowingly sentenced the civilian population to mass casualties, so it's IC for us to see the big picture and sacrifice some peons for a tactical score like removing Hachet Face. Also, I can't see how it's even possible for us to prevent civilian casualties vs the 9 without incurring losses somewhere else (ie any group we only spent half a point on). I'd rather not lose valuable allies or troops on the first day of a week long crisis in trade for a minor PR boost, especially with the majority of a hostile guerrilla force still active.

For all our focus on PR, we've yet to leverage it in any real capacity. It's mostly just served as a self-imposed restriction with no payoff. Plus, wasn't it basically decided that we're getting a Social combat Exalt later? Nowhereverse humans have no real capacity to resist UMI, by my understanding, so honestly does it even matter if everyone calls us out for being a sociopathic monster robot? They'll be singing our tune in a month or two anyway, assuming free will's not a thing we care about (which given the thread's willingness to erase traumatic memories and use Personality Override Spike for therapy, I don't think we care about it that much at all).

I don't want to do it like that, but since it seems like it's a thing we'll be doing anyway, why bother worrying about PR now?

torpedoing Taylor's rep by not saving civilians like a good hero is a great way to not get more chances to apply her tactical genius.

But that's based on our relationship with the PRT, not the public, isn't it? It's not like the PRT going full turtle and ignoring civilian casualties is unprecedented, that's basically what happened in the Nine attack in canon. They sat back and let the Nine run rampant for days, so it's not unheard of. The PRT would understand our reasoning.

Sure, they'd throw us under the bus if it came to it, but in the end it's kind of only a matter of time until they have to do that anyway. How long before the public starts to notice that Endbringers actually are targetting us? The next attack? The one after? Sooner or later it's going to come out that having Weaver in your city is the Black Spot that signals your doom, and the PRT'll drop us like a live grenade, regardless of how much goodwill we've built up. They can't not.

Voting this because, despite what I said above, I'd really like to be wrong about us being willing to just overwrite people's brains and make them love us. I want to earn that respect, if we have a chance at that. I just hope we don't lose too many cool heroes because we weren't willing to do what it took.

There is some truth to that, but the PRT can't ignore the public, either. They're dependent on what the people of Canda and the US think of them. If we win a big victory for the PRT, that'll win us leverage with them.

So yeah. THIS. The fact that we're being trusted with this much responsibility is because of how hard we fought to earn the institutional support of the PRT. Arguably the fact that Bulldozer, Gully, Weld, and Willow are here is because of Marrow's Connections and Reputation (Case 53s) 5.

Which is, BTW, another reason to make room to insure people's survival as those are pretty nice Backgrounds and I'd like to keep a hold of them thankyouverymuch.
 
I've been going over my plans for the S9 and their locations, and I realized I offered something that doesn't make sense considering a certain previously-unknown quirk of the Twins's pocket dimension (that the S9 have discovered, much to their own displeasure).

CAPTURING ONE OR BOTH OF THE TWINS WILL NOT YIELD ANY OF THE S9'S HEALERS.

Capture the Twins, you only get the Twins.
