I don't know how they got out. The city was under lock down in preperation for what appeared to be an inevitable siege.

How they got out doesn't really matter. What matters is how they got out was through a weakness in the defenses, which if they all got out and where captured they could tell the Dothraki.
 
Also I would like to point out that Volantis was very beholden to the Senate and when it was voted against it didn't act. The other members of the Freehold gave tacit approval for action against Pentos and at the bequest of the Senate the Emperor stepped down. Sure sounds like tyranny to me.

The 'Tyranical' Qohor who believes Prince Jasper should be trialed for Treason, allowed the Prince, under a flag of true enter the city for negotiations and leave the city of his own free will. That was also after the negotiations didn't reach a conclusion and war seemed inevitable.

Qohor is surely an oppressive and tyrannical force of evil.
