As far as Lysaro is concerned the kid has some kind of past trauma and needs to be shocked and shook into mental clarity, so this works pretty well.

Putting hands on a throat isn't a particularly threatening or scary gesture unless you've been strangled before. As someone who has been strangled, I still wouldn't freak out unless, y'know, it looked like I was about to be strangled.

Idk how many times the property thing needs to be broken down for this kid to understand.

Interestingly, the previous Emperor, the chap responsible for this conflict, specifically stated that the individual Freehold members retain their own sovereignty, not having ceded it to a central, overarching Freehold authority. Therefore, by his own words, his side's in the wrong.
