Can a faction that wishes to explore Valyria that has named characters use the rule that applies to factions with no named characters every five turns? I'm supposing the answer is no, but just making sure.

Who You Will Use to Get It: We took a bunch of former Lannister Maesters/I know this creepy guy from Asshai
Where You Will Do It: Our facilities in the Landing of Kings are top of the line/I have a creepy library I'm building (it will be done in X years)
How Much You Will Spend: I want this done, money is no object/Eh, I've got other stuff that's more important, maybe just a *moderate* outlay and some bedslaves. Gotta keep it creepy.
Additional Information: Pictures, long-winded explanations, should there be a desired time-frame or schedule to be kept or additional feature/function in mind.

These need to be written up formally from now on, and with this form. You should have all your bases covered before bringing it to me so I can process and track these more quickly as they're exploding at the moment. This way I can turn around times/costs/outcomes more efficiently. I will point out things that would throw up immediate red flags, but no questions about the future, etc.

This can also be used for any large development (ie teching up infrastructure or facilities, not research and development)

This is for PM. As people have probably noted I'll be including inducements for putting little bits of your work IC so this stuff isn't just low effort sending of a PM to me, waiting a few weeks (or a lot of weeks), and then a thing appearing.

Yep, that's what that mechanic is there for. It's not for whether or not the faction has named characters, its if the expedition has named characters.
