Rather than trying to come up with math to prove something for all situations, especially since there isn't one solution for all situations, it's better to solve the current situation, because we lack important information to solve the bigger one.
True, we gain Skill Levels much faster than we do Stat Levels, and true, we are actually at a penalty for stats, that has always been the case.
I'm not sure what you are trying to accomplish with looking at total skill levels gained, and dividing them out among all skills. One could much easier simply compare all the levels we gained in one training session. The most at any Focus (not counting Leaf Sticking, which is leveling up crazy fast), was that 18 that once. Notice how we ALSO did a Focus Genjutsu that turn, and it only went up 7 in each skill, despite starting from 0 and should by all rights level up faster. Heck, last time we did Focus Ninjutsu, it only went up 7.
As such, barring some random whim of fate, I do not see us getting more than 10 skill levels per Focus.
I don't know why you are quoting me against myself, refering to me in the third person. And as I said, STR wouldn't be the only thing increasing. DEX and VIT would be receiving similar increases.
VIT will increase our HP, allowing us to do more damage before almost dying, and CP, allowing us to fling around more spells. It will increase our damage input, more than having better throwing ability will at least, since it will stack in a fashion (more seconds equal proportionally more damage).
The ~33% was gathered from assuming a 3 point increase to our Str, 12/9. And I think it's reasonable to think that they will go up about 3, because INT and WIS did, and our Physical stats aren't under as much a penalty.
Alright, if that's the case, lets redo that math.
9 * (1+1.54+1.24)=34.02
13*(1+1.54+1.24) =49.14
9*(1+1.54+1.24+28*.06)=49.14
In order to make Skill Levels equal 4 STR levels, we would need 28 Skill Levels divided between the two skills, averaging 14 each. Since they add additively, it doesn't matter which gets the actual upgrades.

Hm, this tournament bit was really useful, showing us that we are actually pretty damn good in melee, skill wise. Top 8 with lesser stats and no dedicated training turn means that yes, after this three month long strech, we probably want to do This:

I hope we have at least triple that score by academy's end to capitalize on the +25% gains.
I suggest a genjutsu, ninjutsu, ninjutsu turn needed later for best gains.

Only technically, the Ninja Class actually gives him more chakra points per CHAKRA than The Gamer class.
On the other hand The Gamer have a /per minute Chakra regen and is physically incapable of having chakra exhaustion.

We hang around with Naruto, he's like our best friend, and Naruto is like 10 times the buy he is.
Being Naruto's friend robs us of the right of complaining about someone else being a but.

IC? His fanclub is loud, which might be annoying for us as a bystander having to be in proximity(more aggravating for him but we're a kid).
Also, I don't think Naruto particularly likes him at this point(no team 7 bonding). We might share that opinion because we're his friend.

Naruto is a different type of but. Doesn't mean he isn't a but.
Naruto is loud and obnoxious. He's the type that demands too much attention(because he is starved of it).
Sasuke is a guy Tetsuo does not particularly like IC(that, or he actively dislikes his fanclub but Sasuke actively avoids friendship at this stage due to mental trauma).
And Sasuke is the type that is so obsessed with his goal that he acts rudely towards anyone that does not further that goal.
He's not just sitting in a library advancing his career. He's the guy that actively snubs you. Even worse? You risk the ire of his fanclub if you call him out on being rude/anti-social.
He's no saint. Even if he isn't evil.

I changed the omake canonicity since as far as current Tetsuo goes, he's not one to go for the Emo joke or to needlessly antagonize someone.
Sasuke pretends Tetsuo doesn't exist, Tetsuo does mostly the same as far as the person of Sasuke goes, only acknowledging his accomplishments but ignoring the prick in question.

With NetTally, you can have it ignore threadmarks with Omake in it (and Omkae, as would be needed here).

oh nice, that is a neat new option. Although QM mispelled it as OMKAE so it wouldn't work. also it is a per thread setting rather than a global filter so i would have to set it again for every quest. easier to just put in the post number
I know it's mis-spelled, but you can put in personal settings so that it would ignore OMKAEs as well (as I said in the parenthesis)
