A Certain Scientific XCOM Project

Well she does make use of it on occasion (keep in mind i've mostly only read the Railgun Manga and the first few volumes of index) even if she does have a tendency to rely on just shocking her enemy, a prime example is her battle with Meltdowner where once she was too tired/injured to rely on shocks she made clever use of the doll bombs laying around after adding some metal to them. Personally I hope we can teach our MISAKA's how to do her magnetic spiderman trick since that is damn useful.

You can learn the magnetic spiderman trick with the MISAKAs later on (probably either Magnetism level 2.5 or 2.75), though SHIRAI's teleporting is probably stronger mobility overall. Still, it's useful if you want to create an extremely mobile, flanking-focused squad as opposed to a slower, sniper-focused squad or a shock and awe attacking force.

I actually saw that fight, but I never understood why she wouldn't, say, direct a lightning bolt through the metal floor.

No idea either but odds are it's one of those drama preserving plotholes.

First of all, Mugino AKA Meltdowner (the fourth strongest level 5, and someone you should consider looking for) was consistently no-selling Mikoto Misaka's lightning bolts throughout that fight, so Mikoto chose the 'flinging teddy bears at the enemy' route because there was no point in wasting electricity on lightning bolts. It was only in the very last segment of the fight (on the metal bridge above the bottomless pit) where Mikoto was truly too tired to produce a dangerous lightning bolt, and so resorted to blowing up Frenda's explosive tape.

Secondly, if the floor is one giant metal ground, then it would probably cost way more power then it was worth to conduct electricity through the floor, up through Mugino's rubber-soled trainers, and still maintain enough current to seriously damage Mugino. Especially if she was able to no-sell it like she no-selled the rest of the lightning attacks.

Actually, I wonder. The Sisters proposed to Mikoto to connect her to the Network, meaning there is a way to do that safely without losing her mind in the process. Now, granted, it also probably wouldn't result in a flat level increase for her (since apparently to do that, you have to go full mad scientist all the way), but maybe she might benefit from the experience. (though her reasons for not taking them upon their offer so far are valid)

I think the Mad science was less hooking her up to the network and more ramming the entire network into her skull, it's why he needed a Sister on site to make it work not to mention the giant brain.
 
Who do we know of with healing powers? I'd like to get him put on indefinite vacation due to work-related injuries, preferably before we have to kill him. (Or his sudden-yet-inevitable-betrayal.)
Healing powers are all magic-side, the esper paradigm is too hostile to cheap and easy healing, while being much better on applied physics.

However, Kiharas have the technology for full conversion cyborgs or uploading their mindstate to another platform. Dark Matter was reconstituted from a shattered skull after Accelerator turned most of his body into a two dimensional object.
But she's one of the very few protagonists I've seen walking around with a full toolbox. The fact that she only ever seems to grab a bigger hammer annoys me.

*no, seriously, that thing is durable. Took a level 5.5 blast like it was nothing, and shrugged off a strike with enough kinetic energy to disrupt Earth's rotation for an instant (which I'm pretty sure is a gross violation of the laws of physics, but whatever). Not a scratch.

IIRC it's some kind of vibration wall, which SOMEHOW splits the energy of the strike across the entire city's area. Sounds like voodoo.

Right. I never saw her earning those. They aren't so much clever uses of limited powers as they are new powers in the same theme, and if I understand the 'Espers are gods' thing I've heard about correctly, that's literal.

I only read the manga, where she has several opponents besides Meltdowner in that fight, sometimes within line of sight. Furthermore, I don't understand why she couldn't electrify the entire facility's floors - she made a clear-sky lightning bolt that toasted computers in at least an entire city district, I don't believe that's beyond her power.
Even a one-panel throwaway line saying 'I guess they were wearing rubber boots' would have been a significant improvement.

I'd implement approval voting if it seemed like other people wanted it. It wouldn't be until the next strategic cycle, though.

'Family'. It's partly genetic, partly memetic, partly supernatural.

The Kiharas are humanity's collective urge to discover, seek out and transcend boundaries. They are each individually, people who would have invented a branch of magic(Note: ToAru magic is based on creative misinterpretation of mythology and beliefs to alter the world by putting a lever between "The world as this common belief set sees it" and "The world as everyone sees it" and wrenching) in a different upbringing.

Aleister spent his early years walking the earth and collecting all the Kiharas, banding them together into a single adoptive family under his vision. After that...those of the Kihara ancestry are very likely to be Kihara themselves, so Aleister basically has a monopoly on managing them.

They universally have the following traits:
-Domain specific hypergenius. In the area of their obsession, they can do basically impossible things given enough research.
-Zero empathy or ethics, unless their obsession relates
-Limited concept of self preservation, they care only so much that they can continue to further their obsessions.

They are the 'real' Academy city, predating the city itself, and the esper development program. Individual Kiharas are valuable, but expendable, even to themselves. The Kiharas as a whole can overrule the Board of Directors, you know, if they ever gave a damn about governing the city instead of SCIENCE!

Misaka is not inherently immune to her own powers. That's a thing she learned to do reflexively. Her powers being nonlethal is also entirely her skill, she knows exactly how much electricity you need to disable a person without maiming them. These are not very compatible with a massive energy attack in an enclosed environment, she could kill her opponents and potentially herself that way.
Keeping in mind that this is a 14 year old girl who does not intend to kill anyone, fighting people who DO intend to kill.

As for the lightning bolt, not quite. That was her signature Railgun. And yes, she could have used Railgun there, it'd have collapsed the building and killed any of her opponents in the general impact area. But she's not fighting to kill.

Doesn't work. Approval voting also decreases discussion, as does anything which increases the workload of the voting process.
Only things I've ever seen increase discussion are:
-Shipping
-Choosing between mutually exclusive shinies
-Bribing the players

Fair enough, I suppose. Still, 'build prison for opponents using magnetism powers' is another trick I'd have liked to see. She had options. (Also it was probably the manga team's fault.)

You could use normal voting and get the same result. It's the specific players.
Well, the thing that Approval Voting enables in MfD is last minute turnarounds. The one time I made a plan, I got it posted with less than an hour to deadline. Supporters from both prior plans liked it, and it won.
Also, it seems to create a better voting culture. Standard voting rarely derails a large bandwagon, and players have to hoard their vote. Frequently, they want a different option than any of the leading votes, but they don't dare because they're too afraid of the a plan they hate winning. Marked for Death doesn't have that; plans are frequently proposed, kludged together, trimmed, and voted for in several permutations. The result is a strong culture, and the winning plans have relatively few mistakes, because they go through more of the playerbase.
 
Not directly related to the current exchange (I really don't have enough questing experience to know about the advantages and disadvantages of different voting systems), but, @Skarmory, are omakes allowed? Currently working on A clone at X-COM. Guess what it is about.

Today MISAKA 10035 has arrived to X-COM headquarters, along with nineteen sisters, in order to fight extraterrestrial life forms. MISAKA 10034 expressed irritation at the fact that the selection of active units called for combat was apparently done by numerical order, rather than by a randomized algorithm. I agree this would have been optimal. Nonetheless, the Network finds the current situation far preferable to the Level Shift project. Shooting a target that does not automatically reflect all projectiles should be a novel experience.

MISAKA 13240 interjects through the Network that we do not know if the enemy has no such ability. She is correct. I hope nonetheless this is not the case.

We have been showed the barracks. It is a nice place. Better than the old underground complex we were in, at least. Much better than being kept in stasis. Not quite better than the place MISAKA 15867, who is currently resting on a beach, is in. I believe this what people would call 'unfair'. Nonetheless, these accommodations are satisfactory. MISAKA 20001's motion to ask for a karaoke machine is overwhelmingly defeated by the Network.

We are issued familiar F2000R compact assault rifles, as well as ballistic vests, in order to prepare for coming operations. That last item is new. We were never offered any sort of protective equipment during the Level Shift project. Consensus within the Network agree that it probably would not have helped. We are being told that additional tools will be provided once X-COM get the necessary funding. It is our understanding that most of the financial resources that could have been allocated to the organization are currently being used to find if it is possible to open a black hole in the middle of the city, if bathing human beings in radiations is likely to give them esper powers, if it is possible to recreate extinct saurians using fossilized mosquitoes, and if it is possible to make better coffee machines.

Some of our sisters think this is a blatant display of skewed priorities, but we are still trying to achieve consensus on that one. Black holes are an interesting phenomenon to observe, though opening one in the middle of a city seems objectionable. MISAKA 20001's interjection on the 'awesomeness' of dinosaurs is duly ignored.

The commander arrived today. Apparently, she was kidnapped and forced to assume the position. This seems like a strange way of doing things, but other sisters inform me they have heard this is not an unusual practice in Academy City. At the very least, not asking seems to be standard policy. That corroborates personal experiences. We were definitely not asked if we wanted to participate to the Level Shift project. I am not currently able to talk to her, since I received orders to move out for our first operation. MISAKA 20001 thinks she is nice, but we have learned she thinks everyone is nice until proven otherwise. We shall remain vigilant.

I am currently taking combat position along with units 10032, 10033 and 10034. MISAKA 10033 has been issued demolition charges. I argued in vain against the unfairness constituted by her hogging the explosives all to herself, but my complaints were ignored and classified as 'whining' by the Network. I have terrible sisters. At least, I have a grenade. Explosions make comforting noises and are pleasant to look at. Eh eh eh.

All units are in position. The commander is asking for status report.

"MISAKA 10035, taking point. Approaching the Academy City bank." I state with firm determination.

I refrain to state that out loud, despite thinking this would be welcome additional informations for informed command decisions. We have been told that superfluous communication was to be avoided during combat, and our protests that it was entirely necessary for better clarity were ignored. Once again, we are victims of the reactionary forces of Academy City, unable to comprehend the need for clearer speech patterns. There will be a reckoning one day, yes.

I am back at X-COM headquarters alongside units 10032 and 10033. MISAKA 10034 remains have been safely collected. From a purely logical point of view, the mission is a resounding success. A 75% survival rate is far superior to the usual 0% the Network is accustomed to. I still believe I would have liked that rate to be 100%. The other sisters agree. MISAKA 10032 and 10033 seem uncertain on how to react to the fact they still enjoy their continued existence despite being scheduled to die before Misaka-10034. I am not sure how to help. Polling the Network suggests that relevant experts have said hugging is an advisable course of action, but neither I nor my sisters have much experience in it.

Many confusing emotions are currently circulating through the Network. We do not find them pleasant.

I am also currently injured, a plasma blast having impacted my shoulder. The ballistic vest took the worst of it, which is good. It is still quite painful, though not as painful as being torn inside out by the Accelerator. Or being crushed by concrete thrown by the Accelerator. Or having your limbs severed by- MISAKA 20001 has requested that I stop transmitting these thoughts through the Network. I shall comply.

I am still recovering from the wounds sustained during operation Electric Dawn. It is quite boring. At least we have been provided new electric-proof couches. Those are quite comfortable. I was also satisfied to learn medical matters are handled by the individual known as [Heaven Canceller] or [Doctor Gekota]. The Network agrees this is satisfactory. However, we also have been made aware that the engineering department is being led by an individual affiliated to the Kihara family. Further research taught us his prime achievement was raising the Accelerator. We do not believe this to be a positive trait. Plans to neutralize him have been drafted, but the Network agrees we should not act upon them until proof of immediate danger. We do not know what the official's reaction would be.

MISAKA 10038 suggested we ask for new sets of clothes, but have yet to provide an adequate response when asked why - the argument of 'it would be a new experience' was considered insufficient, as new experiences have proven to not always be positive things in the past. The motion was nonetheless approved, if only to gauge the official response. There is concern that our superiors will react with anger ; in our experience, angered superiors come with an increased death toll. Yet we believe it is better to find out sooner rather than later if such requests carry the risk of getting us killed. All present MISAKA units are currently preparing for combat in case there is a violent response from Academy City.

MISAKA 20001 informs us that the requisition order is in the process of being approved. The Network reacts to the news with interest.

Emboldened by this success, MISAKA 10032 suggests that we try getting a kitten under the pretence of improving morale. MISAKA 20001 protests that a kitten would improve morale, launching a heated debate among the Network on the morale-boosting properties of kittens. I am not certain for myself, but shared memories tell me that kittens are soft and funny to look at. Maybe those attributes are linked to raised morale somehow. I think I would like to find out.

You send out another set of your researchers to acquire more samples of the teleporting Judgement girl's genes. While she was certainly happy to provide genetic material upon your previous encounter, this time she was accompanied by Mikoto Misaka herself, who lectured the pigtailed girl on the dangers of giving out your DNA to just anybody who asks. Shirai Kuroko politely declines your request, although you're not sure whether it's for Misaka's sake or whether she's truly not interested anymore.

Even though your main objective was not accomplished, your expedition certainly wasn't a waste. You ordered your field team to visit a department store and purchase appropriate clothing for your soldiers to wear when not on duty. While you initially expected little of them due to their less than fashion-savvy nature, you were pleasantly surprised to see your team bring back several sets of off duty clothes for each soldier, running the gamut from nightgowns for sleeping to nonuniform shirts and shorts. Clearly, your team had learned from the Hound Dogs debacle.

Whenever you're free, you visit the Barracks and chat with your soldiers. While the MISAKAs are fairly emotionless and cold in most of your conversations, you can sense them warming up to you, especially after you defuse a few tense shower incidents involving the SHIRAI units. You tell them the story of your work on Project Child Errors, including your efforts to revive the unconscious children afterwards, and your units seem to react positively. You're certain that your presence is improving morale.

[X] Interrogation: Drone (5 days; converts 1 Inactive Drone to 1 Drone Wreck)

You direct your researchers to 'interrogate' the unconscious drone, which turns into more of a hard drive dump than anything else. Some of your researchers are nearly killed when they accidentally trigger the drone's self destruct sequence while attempting to remove the drone's memory banks and hard drive; since one of them is Kihara, you're almost disappointed that they manage to disable the sequence in time.

The RAM module is unlike any computing device your researchers have seen before, and seems to operate on a mixture of conventional transistor chips and what your researchers think is a quantum processor decades ahead of even Academy City's technology. As a result, your researchers are still investigating it when you make your first outing to the city with your soldiers.

[X] Build Esper Development Facility ($25, $10/month upkeep, 10 days)

After Kihara recovers from the shock of nearly being blown up, you put him to work on designing a facility for enhanced Esper training and soldier development. This project seems to be something he's passionate about, as within the day he's whipped up a blueprint for a warehouse-sized chamber filled with stasis tanks, neurosurgical facilities, and standard Academy City System Scan materials, as well as a list of equipment that Josef Mengele would have thought excessive. You politely rebuke his request, and inform him loudly that you want a training facility, not Frankenstein's laboratory.

The next day, he sullenly returns to you with a blueprint for a warehouse-sized chamber split into an exercise area, a firing range, a massively reinforced area for testing of destructive devices, and a modular shoothouse complete with paintball guns where your soldiers can scrimmage against each other in simulated tactical operations. You accept his proposal, and leave a note for Heaven Canceller to ensure that Kihara builds the second blueprint and not the first.

[X] Organize a few outings for the clones to various locations around Academy city. The girls are fighting to protect the place so it would be wrong to deny them the chance to at the very least experience it like normal girls.

You organize outings for the girls in turns, as it would look strange to have a group of 20 identical girls wandering around the city together. While Academy City leadership insists on close supervision of the soldiers by researchers throughout their trips around the city, you don't experience any difficulties. In fact, the girls seem to be much happier during their time in base when they've been on an outing in the past few days. Emboldened by your success, you're drawing up a rotating schedule for trips into town when MISAKA 20001 runs into your personal quarters.

"'Commander, Academy City is reporting three simultaneous attacks throughout the city!' MISAKA reports urgently!"

You run out of your room to the Situation Room, where a loud hubbub is audible from the hallway. Your various mission control specialists are frantically typing at computer terminals or communicating through their headsets with Academy City officials.

"Commander!" one of the men says to you. "We have reports of alien abductions in three civilian areas! Firstly, the Garden of Learning in District 7; secondly, the rail yard in district 17; finally, the shopping district in district 15!"

"Prep three squads!" you yell, before a woman sitting at a desk labeled 'COMMUNICATIONS' cuts you off.

"We only have one deployment vehicle, and we can only monitor one squad from the base!"

"Damn it! What's the status of Academy City law enforcement?"

"Judgement is clearing the sites of civilians as we speak; Anti-Skill has established a perimeter at each location," Communications continues. "Civilians are likely to be evacuated by the time our team is on site. Intel, get me a sitrep on each site now!"

"Status of each site going up on the monitors!"

However, Kiharas have the technology for full conversion cyborgs or uploading their mindstate to another platform. Dark Matter was reconstituted from a shattered skull after Accelerator turned most of his body into a two dimensional object.

Does this seem reasonable? Mechanically, I'd expect to kill some of the aliens who wander outside, plus give the majority of the MISAKAs sniper experience.

Technically, she's their niece. Except for the one who was her mother.
...We should get our cloning people to stop using MISAKA samples like that.

Ok, so, strategy time.

First, the team. Do we use half and half, or only one SHIRAI? I'd be tempted to only use one, because it's easier to assume defensive positions with three assault rifles (and we're at a point where we cannot get too aggressive), and MISAKA have mostly better stats (less defence, but more HP, will and aim).

As for the loadout... I think we can agree that the Submachine gun is not that useful (MISAKA deals almost as much damage with Spark, who also has the "better at close and medium range" tag, and SHIRAI are really more shotgun gals anyway). So on the primary weaponry, there should be much of a debate. However, on the secondary... How about two grenades, one medikit and one demolition charge? Or maybe three grenades and one medikit.

@Skarmory : during the first operation, two clones had two secondary items. Is that option now locked?


And now for the mission location. Hrm, that's a tough one. The Garden of Learning is a very tempting target... but we'll be crawling in aliens. At least known aliens, so no nasty surprise there. The industrial district has rather mediocre rewards (ok, engineers are nice, but we won't have the cash to really use them at full capacity anyway), but it's probably the easiest target. And there's the shopping mall... I won't lie, I don't like the enemy composition there at all. Up to 12 enemies, all Thin Men and unknown? (muton? floaters?) I'd recommand staying the hell away from that one, don't think we're ready for it.

I'd be willing to risk Garden of Learning. It's a lot of people, but they are a known enemy, at the very least, with decent cash and good special reward.

Good thinking. Maybe nothing will come out of it, but it's worth trying, at least. Send MISAKA teams equipped with scopes and assault rifles?

Definitely want the bonus to DNA acquisition rolls. Those are the biggest barrier to making more units.

The Garden of Learning is relatively open, but dotted with shops and the like which provide close quarters, low visibility environments, as well as ornamental fountains, bushes, etc, which produce largely visual cover.
Bringing two assault rifles for MISAKAS to provide cover fire over open areas, while the SHIRAIS handle breaching.

Seriously, if they do that to you, one of the upgrades really should be for the Command Center and transport so you can handle more than one.

My gut instinct is to field only one SHIRAI, both to avoid placing all of the new eggs in one basket and because a strong base of fire is more tactically important than numerous maneuver elements. While a 2/2 mix can work, it's much, much more aggressive and therefore risky. It may also be worth reconsidering the use of breaching charges at all, as the SHIRAI units can bypass this simply by looking through a window and using telefrag or teleport to breach, which is both more efficient and less likely to draw attention if stealth is attempted.

I do support any attempt at getting involved in the other sites, the choose one of three restriction never made any sense to me in the first place.

Y'know, I've been thinking we should give one of the SHIRAIs a Medkit. Having the medic be someone who can teleport to wounded, especially if her powers upgrade and she can teleport the wounded back, would be incredibly useful.
