While I think that having the little Process be a motormouth sounds adorable, I honestly think we would be okay to let it grow normally over the week. Let us be honest, nobody here was expecting this and there is no immediate need to have Process as our work horse. We still have our Transistor for that.
This also benefits us by ensuring nothing gets left behind.

Thing is that since we created the Process we should be the ones to guide it. If we never do anything and just let it grow without thought that seems like it would be extremely likely to bite us in the ass. The last thing we want is a child gaining super powers without realizing the consequences of it's actions.
If the Process prioritises it, it'll get a little boost to it, if it ignores it, it'll stunt its development a little. If it gets neither, it goes ahead as it would normally. They're not huge changes, in the long run, just... a little dunt forward. Or backward.
By the same token, I expect that we'll be better served observing it carefully to see how it naturally develops first before coming down with the decrees from God. I can see an argument for prioritizing communication, since that lets us get a better insight on its thoughts, but I'm very much in favor of generally affecting development as little as possible at this stage - this formative period is going to have a grossly oversized effect on it's total development, which means almost any pushes can't help but be too heavy-handed.
Even something as seemingly benign as the "Ignore War" option is rife with issues. Many of the main questions that the Process is fundamentally designed to address are violence based - Boriah and the Grimm. Stunting development in that area may later come across as us not trusting the Process to perform its literal reason for existence.

The thing we should definitely be worried about is it gaining abilities and powers to utilize when it's still pretty much a kid. Seriously, have you read about child-likepowerful beings that cause immense damage because they were too young to understand a ton of concepts including underestanding the consequences of it's actions? Remember a quest where we had a golem with a childs mind that nearly killed someone because it didn't underestand the concept of death and killing.
Just saying that letting a kid reach for a weapon while their still a toddler seems like a very bad idea. Once it's matured more we can see about easing up on the war restrictions.
That's understandable, but the reason I'm picking speech to focus on and combat to ignore is because we also need to get other people to acclimate to them, sentient, physical masses of code is something new, and we need to be able to show that they can be... Read the descriptions for leaving things as they are and remember that Prok said the Process would be pretty weak and need time.
Rather than priorities, we should spend time with the Process to understand morality. None of these skills help with that. Not even communication as it is unnecessary for Jaune to communicate with it and Neutral still allows the Process to communicate.
This is especially hilarious to me for reasons that will become apparent later.As for the roll... that picture's accurate, I'm glad I'm getting so much mileage out of it, because I too extend my arms about 20 feet in both directions when I don't believe something's happened.
... The entire point of priorities is that some things are more important than others.
If you prioritise one thing, something else needs to be ignored so the extra time and processing power can be devoted to the priority task.
Balance must be kept.
