Hopefully the new forge design will help in that.
Just a hypothetical question: How would you feel about cracking open a minor forge-hive next turn, expanding it so we'll have room for one of the Big Cathedrals? Would take 6,2 turns in all, the first 3,2 of which are spent with reduced defences.
This is the current list of Cities on Avernus (got it from The Return of Garkill, again Part Four: Orbit & The Return of Garkill, again Part Five: Deployment).
In Bold, Underlined & White; the Cities/Hives that we have Upgraded to Level 7 - Incredibly Heavy.
In Bold, Underlined & Red; the Psyker City we Upgraded / Constructed to Level 8 - Ultra Heavy.
In Bold, Underlined & Green; Malea, the Quartok city that we Upgraded to Level 7 and yet didn't seem to get a reaction about or increased Rep.
In Bold, Underlined & Yellow; The City/Hive we are Upgrading to Level 7 - Incredibly Heavy.
In Bold, Underlined & Aqua; The City we are Expanding into a Hive.
In Bold, Underlined & Orange; The Forge City we have Expanded / are Expanding into a Small Forge Hive and Upgraded / Upgrading to Level 6 - Super Heavy.
In Bold, Underlined & Purple; The Lunar Forge City we have Expanded / are Expanding into a Small Forge Hive and Upgraded / Upgrading to Level 6 - Super Heavy.
In Bold, Underlined & Rose; The Forge Hive we are Expanding into a Large Forge Hive and Upgrading to Level 7 - Incredibly Heavy.
In Bold, Underlined & Barbie; The Minor Psyker City we are in the process of constructing.
+1% of current growth is basically negligible and would have me switch votes immediately; +1% to the net is pretty big, and my current assumption; +1% to some formula would have me consider based on that formula.
@Durin
1. Is it fair to guess that the main human examples of an Apex are the Emperor and Magnus
2. Are any species capable of naturally producing an Apex? Well Old Ones probably, but for the current lot do they have to be artificially formed in one way or another?

Well, that's a lot less impressive. 7.67% more Avernites over 30 years, or 2.6 Billion extra Avernites.
1. Does Isaac and/or Signe have Adminstratum any proposals of what they want to do as a head? (Asking them ICly.)
(Basically if there are projects they'd open up for us to vote for in turns.)
2. What should be the effect of Signe's +9A over Isaac, approximately?
Things like Juvenat for Doctors/Surgeons, or someth like that. Or genetic scanners everywhere so psykers can be found more easily.

50.5% extra population. In 30 years we have an extra 11.5 Billion Avernites, 50% over our current pop.
EDIT: Well, 34.2% extra Avernites compared to Siedel. Mistake on my part.
EDITEDIT: Unless Adminstration plays a role in population growth, which might be a possibility.
Probably Thrones/Metal/Material/Prometium combination. Thrones is the one among the 4 we're having issues with, which is ironic, since basically the last 70 turns I think it was practically a non-issue.
