as a general note while most of the Warp Storms in the galaxy were extinguished by the Green Awakening a large number of them restarted shortly afterwards

1. he thinks that they might get a bit weaker but not a lot, he could find out more if he tired but he basically says that the Orks are one of the oldest races in the galaxy, one of the most numerous, psychically powerful (sort of) and have worshiped the same 2 gods for that entire period. its not surprising that they are incredibly powerful when you thing of them like that

It is my opinion that we should create a Psychic Order of Healers, over Xavier's current actions.

The logic is that a Psychic Order of Healers will reduce fatalities among our Psykers, Elites and Notable Characters. Over time, this means improvements in experience, in addition to having more resources in general, because people are dying less often.

It'll have an impact that'll grow over time, so it's better to found the order sooner than later.

w.r.t to Wellspring of Power vs Immaterial Resonance:

Immaterial Resonance gates rituals and runic psykery, useful items. We could already know more about the Runes if we had already researched Immaterial Resonance.
Wellspring of Power gates information about Ridcully.

Their success rates is also different; Immaterial Resonance has a +40% (20% compared to -20%) chance difference compared to Wellspring of Power, which means we are plainly more likely to get results with Immaterial Resonance as compared to Wellspring of Power.
 
I just reread the character sheets, and noticed that the black crystal breastplate is not listed among Rotbart's equipment.

I thought we retrieved and identified it, or am I mistaken?

I can switch if enough people want to, but IMO figuring out what is going on with Ridcully's soul is a higher immediate priority.

This is again a matter of what our priorities are. We know we need to make more anti-Psyker preparations, and warding our command centers with the Banish Rune (which may take less than the five years stated [or four, since we're expediting] since we'll have the Warding order finished, and @Durin says less time for warding actions is a likely benefit) should help a lot as it'll ensure that the people commanding anti-psyker actions and whatnot aren't going to succumb to daemons or psychic powers aimed at them. And we should do this now, while we have a lull in psyker activity, not in a few years when it'll actually be a problem.

2. How far back in the past can Ridcully see, without any interference at all (I can't remember how far back you said after he went paragon, but it was a long long way)
3. Ok the big one: Can he see far enough back to see the creation of the STC we have... there done, I'm sorry please don't get too mad at me.
