We already are scheduled for a bit of a pivot, though, since our current setup could lead to a grumpy Lutr due to ignoring his agenda. And 'Far Eastern Necromancy/Vampires' sounds like a perfectly fine Hunt Leads target and exhibition. A centerpiece that hits both agendas at the same time is literally almost worth a Goodwill on its own.In contrast, Citadel, Asur Colonies, and the Far East all feel like they'd require more of a pivot to arrange, and I'm not as interested in pursuing those threads.

Asur colonial memorabilia and eastern artefacts being a little out of the way from our current goals (Cathayan vampire investigation notwithstanding) are fair enough but 'Ships and Naval Weapons of Naval Powers' is something we've already got an exhibit on and there have been a few considerations of exhibits to showcase particular crews or even the general piratical culture of the Vampire Coast...In contrast, Citadel, Asur Colonies, and the Far East all feel like they'd require more of a pivot to arrange

Lizardmen, Old Ones, and any "natural" magical phenomena, I'm guessing, but does it also include the magic of the various people who have settled in Lustria—the Norscans of Skeggi, the Vampire Coast, Clan Pestilens etc?
Additionally, would the Siren-Wail be classified as "Lustrian Magic"?
Speaking of that, how in hell did Luther manage that? He would have had to fight Slaans and a lot of fanatically devoted Sauruses.

Given that ruling, I expect that we won't have the knowledge needed to meet the Citadel's requirements unless we hire a naval warfare specialist. I further expect it'll be difficult to get more ships of any kind without simply hiring pirates to capture prize ships for us. We could do that, but it's not what the Tide specialize in, so that'd feel like "spend two more Goodwill to make any use of this bonus we just bought with Goodwill", which is a really expensive pivot.Some tags are going to be narrower than others. Narrower tags are more likely to be of interest to Audiences and Patrons.
If you had the knowledge of naval warfare to put the Niflhundr in the full context of 'this is an example of an early Xth century whatsit, commonly built in western Norsca by the thingo tribe' or whatever, it might get the naval warfare tag. Or it might just not be that significant on that front, being more of a delivery mechanism for raiders than an actual ship of the line.
Note that Lustrian Magic is also something we can get through hitting up Aelsebrim for Relics. That's not something we specifically voted to develop with her, but it was one of her pre-existing options, and she quite plausibly has more available right now, having just captured the Harbormaster and all the illicit goods he had in his own storerooms.The Governor benefit of: Aelsabrim becomes a source of Elven military relics is likely to produce at least a few 'Naval Weapons of Naval Powers' items, though I expect it'll be a gacha where we may end up getting cavalry armour or a particularly fine battering ram instead.
Salvaging wrecks with the Tide is another potential source, as is trading with Skeggi or Port Reaver.
In the end I don't think it's much more of a pivot than Lustrian Magic, which we also have no direct source for but have several potential leads.
