Do you WANT the boss to be less generous with recruitment options?
It's not like Blackout needs me to see what we rolled during the recruitment drive if he wants to. As is I don't think the results we got from the elven recruitment roll were that crazy for an average recruitment roll given the bonuses we had increasing it to a 79? We got a limited supply of Sea Guard, which were the most exotic unit on offer during the recruitment drive, and aside from them we had a chance to recruit the most basic infantry the High Elves have to offer on TT, to the point that in Total War both are tier zero units. The Sea Guard themselves are the military force of Ulthuan's largest, most open and most outgoing city, so getting a chance at a few with an average roll with some good bonuses doesn't seem that crazy? It's not like we're talking about some reclusive small military order that barely interacts with the Old World like the Silverine Guard, the Sentinels of Astarile or even the Sisters of Averlorn here or a one of a kind regiment of renown like the Scions of Mathlan or the Talons of Tor Caledra:

I do think it'll be rather a shame if we fail to get Cowering Beasts here though. In battle I figure that hurting the enemy's morale is at least as effective as bolstering that of our own troops, given that our troops' own morale is so high that it seems more likely that a morale debuff to our enemies could make the difference between a unit breaking or holding then a morale buff to our own troops would, but the fear effect would also be extra effective in our case given the synergies we have for it as well as have a lot of uses outside of combat given all the many times we find ourself having to roll for intimidation outside of combat.
I did propose a plan that takes both Cowering Beasts and Ox Stands, but apparently people prefer taking either one or the other only.

Also one more thing, if we intend to at some point head into the wilds, be it in order to get a familiar in the wilds rather then buying it in the markets or in order to obtain a monstrous mount, then getting Cowering Beasts seems like it could be really helpful, both in stopping us from getting attacked while we're traveling by ourself, and putting into place any monstrous creature that thinks to test us by making us look more fearsome then our frame might suggest. In particular it seems like it could synergize very well with Beast Tongue in either of those hunts because we could commune our intent while doing so as well.

Our stat description does say we're a master of the arts of persuasion and oratory. We just shat the bed a fair few times when roling for Diplomacy.

Though none of that has yet been as embarrassing as our Learning 30 PC totally failing to recognize one of the most famous of Asur relics of all times due to that nat 1.

Currently learning only Beast Tongue and Earthwall is a single vote ahead of it, while seven votes ahead, of the option to have Earthwall as our advanced spell, which if it wins would mean we don't get Cowering Beasts and Clear Skies at all.

And I want to note, people are acting like spending an AP per spell teaching the guy chemistry, and no money, is a huge expenditure but normally learning a t2 spell would require of us at least 3 AP and over a hundred GC in order to learn just one. Getting a spell now is very cheap, free in monetary terms even, compared to getting it by ourself. Not taking the chance to get a spell available now seems akin to saying it's not worth getting ever given how much actions and money we'd need to invest to get such a spell later without assistance. Even if we go to other mages like in the Fire Spire, it seems doubtful that they would offer us spells anymore cheaply then the Middenheimers would.

We're in the Old World and not even the most affluent part of it. Finding Sea Guard willing to go merc, even under the unique circumstances we had, is incredible. Blackout is being very generous giving us this opportunity and I'm not going to look a gift horse in the mouth. Don't poke the boss.

I don't think I'm poking him? I'm saying I think he wrote a pretty reasonable and appropriate result to the roll we got. Saying that I think he got the results of the roll we got right seems like it'd be the opposite of poking him.

Edit: ...Guys, I just realized something. You know what unit actually needs certain weather conditions in order to be able to fight? A unit, that without a type of extreme weather condition doesn't even get up to fight? Dragon Ogres and Dragon Ogre Shaggoths. Those guys need lightning storms in order to be awake, and the larger and more powerful they are the stronger does the storm need to be, and they get more powerful the worse the weather conditions around them become, particularly if lightning strikes them directly. A spell like Calm Sky could actually be really helpful against those, dragon ogres being some of the most powerful monsters in the Warriors of Chaos roster. We also know for a fact that Shaggoths fight during the GWAC as well. Git gud enough with magic by the time the GWAC rolls around and we might be able to use Clear Sky to weaken Kholek Suneater.

Since one of the War-Wizards is an Alchemist and the other an Elementalist.

I'm pretty sure the elementalist is teaching all of these spells, seeing as we've been told by the alchemist that he can't share any of his skills with us and that the third guy can't participate in the exchange at all. Elementalist in this context seems to really just mean someone who uses Earthbound magic.

These are not technically ghur spells. They are earthbound magic spells and this greatly limits their power, but we believe that we can simply power them with ghur without issue.

Actually having considered our actions economy I am not sure I have a strong opinion anymore. I think I'm going to sit this one out

They're not teaching the spells to you directy, they're providing written instructions for how you can cast those spells, like pages from a grimoire.
