Citizen militias were common in the early days of Horizon, when it was still corporate-dominated. There had been virtually no peacekeeping force outside of corporate security, so enclaves of workers organized their own. In recent times, they had mostly fallen by the wayside as major security companies emerged with specializations in law enforcement. However, the Worker's Mitt clung stubbornly to their anti-corporate pasts and so continued to fund the WMCM.

That was always the plan with Black Swan—you intended to use the coincidental fact that she was a Justice Unlimited intern to hide Project Prometheus' existence.Mona revealing her secret identity was quite a shock. All the more reason to keep Powers from grabbing more territory since they're corporate lapdogs. It would be a stain on the history of the Worker's Mitt if they ended up under the thumb of Dominion Security Concerns.

Horizon has no police force, or even a central government. It is technically a UN-chartered supra-state held in common trust for "the benefit of mankind". Effectively, this means the UN-appointed governor is powerless and all social services are privatized.
At least Horizon's public transport and urban planning is good enough that most citizens don't need a personal vehicle, so it's not all bad!
