Hmm, I'm not that familiar with magical girl shows, so i don't know how common magical boys are.
Female Riders have been around for a bit (the first iirc was the first Delta user back in Faiz, the 2003 Rider show, but she wasn't around long unfortunately), but it's only in the past few years that they've started being main character Riders regularly.
Also iirc Naki was our first non-binary Rider back in Zero-One in 2019.

It's very difficult to ascertain the state of an entire nation from a brief summary. Nonetheless, I will try.

About 20 years ago, in an event known as the Great Awakening, people somehow discovered the methods to conjure up two types of magic: Glyphs and Runes.
Glyphs are centralized circles that appear naturally, representing the Four Elements (Fire, Water, Earth, Air.) Alone, when drawn and infused with a human's natural mana, it creates pure chaotic elemental energy.
However, Runes were also invented by humanity and HumaGears, who are artificial androids created by Hiden Manufacturing. The magical language is semi universal, similar to code. A Rune Line is made up of two things: A Purpose, (Such as Shooting) and a Memory, which the mage themselves provides. Rune Lines can be stacked and combined. By inscribing sentences of Runes into Glyphs, Magic can be controlled and harnessed.
When it comes to technology, people are still trying to figure it out. Nanobots can represent Runes and artificially summon Glyphs, while HumaGears seem to have varying levels of Mana to power these Glyphs based on whether they've achieved sentience via Singularity.
