Upgrading the Traits is tempting, and part of me likes saying "we're making it, we get the benefits", but the sheer diplomatic impact is hard to measure, thus...

I dislike a lot of the other effects of this, but being able to let our psykers take things slower and safer, and build up more institutional knowledge is just too damned useful.
