Impersonating a police officer is illegal if you get caught, even though a lot of people do. Impersonating a doctor is not if you arent offering medical care or advice
Getting caught is the qualification for all crime.

The bigger issue here is liability and licensing.
A significant amount of this sort of thing is handled on a civil basis, which means unless we did something really fucked up the punishment would be litigation from our hypothetical victim.
 
We don't want her dead yet, we want her captured. If we had an essence vessel we could steal her soul and there wouldn't be much of a difference, but we need to deliver her to Winter to keep our deal.
Jog my memory please, I don't remember any deal with Winter about keeping her alive.

"But they might be," he interrupted picking up a long spiraled pasty of a kind unusual to see in such briefing rooms, perhaps provided by the senator's staff for just this kind of culinary conducting. Really the man could do well in theater, which Andrea guessed did also make for a good politician. "She could just walk into Nelis Air Force Base."

"And the cameras there would catch her just as these have," Andrea pointed out calmly.

"Well in coordination with one of those cyber-strikes we wouldn't have any cameras now would we?" he pressed, pasty still swinging.

"Yes if this young woman in a cowboy costume in Vegas had the means to organize a major cyber attack that would be quite troubling. There is no indication that she can or indeed that she is so inclined. In fact that we seem to be looking at here is gang violence, pure and simple. Perhaps before sending in other operatives it would be prudent to simply put out a warrant on the two men with the shoulder mounted weapons. I suspect the police will find them alive and none the worst for wear..." Or they will find those people never existed, or that they have been declared dead years ago, the important part was not to send those cretins from Daedalus into a powder keg that now had a Freeholding Lord in all but name smack dab in the middle of it, Andrea thought inwardly. "More to the point I do not think it is wise to do eqipment field testing in a city that has already seen a major incident. Senator if I may be blunt how do you think someone who has lived their whole lives under a veil of secrecy and who has the power to deflect rockets with a hand weapon would react to a successful test of this...'Franklin' Esper Detector?"

"You just said she was not a threat!" Senator Cockrell huffed back.

"I just said she did not mean to cause a panic, that is not the same thing as saying she would react pacefully to an attempt to expose her and anyone else veiling over the entire city. The US Gouvernment has never deployed such technology, the natural disinclination of those spiritually aware not to draw negative attention from the authorities would do little in this case. Doctor Jeffiries has compared this thing to sonar yes, like was used to hunt sumbarines? How do you think sapeint and armed whales would react to a sonar pulse going on near them?"

At that the Senator seemed to deflate slightly. "Very well we will postpone the test, but I expect an account about what the Devil is going on in Vegas from your colegues and from Project Daedalus."

"Understood," Andrea replied. Fortunetly creative writting was one of her strong suits.

Technically we have a no harm no foul clause if we fail, but there's a difference between screwing up and deliberately doing something else. It's the sort of thing that discourages future tips among other issues.
 

I'd forgotten that Molly technically has the capacity to assassinate pretty much any mundane individual, be it a random gangster or the POTUS, with the combination of ATP and Hollow Mind Possession. That's gonna suck for the mundanes when they realize the one advantage they have over the supernatural, human ferromancy, is a massive disadvantage against Molly.

Also kinda fitting that Molly's already known as a Freeholding Lord in terms of power; given Marcone hasn't joined yet and dragged down the average power level, her current peers are literal capital-D Dragons, the Archive, and Drakul. That's how powerful Molly is currently perceived to be.

And that's not even knowing Molly's on the same level as the Winter and Summer Courts in terms of manpower; the only limitation is that it's so difficult to move between her soul and the real world, even compared to the Fae. Once that changes, Molly will straight up be the peer of Mab and Titania.

The only reason someone hasn't already taken control of it is that nobody cares enough to bother. There is a little girl who knows every piece of classified information and every bit of blackmail anyone has over anyone else across the entire US government. There are vampires that sexy you to slavery and Presidents categorically cannot keep it in their pants.

The only thing I can conclude is that everyone has decided that taking the US government would trigger everyone ELSE into fighting over it and nobody wants to spend the effort.

Molly isn't invisible and AtP isn't an illusion. It's basically a cognitohazard in that it has no range limit and keys off of paying attention to her. If you have active mental protection going it does nothing, but the trade off there is that no amount of detection equipment or ability matters because it's fundamentally the wrong axis of approach.

Trying to see through AtP is like trying to sail off the edge of the earth. Going to space is totally possible - but if you want off this ride get a rocket, not a boat.

Another tangent on the whole 'Molly the Freeholding Lord' thing:

Most people at that power level, enough to sit at the table with the superpowers of the supernatural world (Winter and Summer), aren't exactly all that active.

Dragons don't go around killing goons, and nobody's stupid enough to antagonize them. Nobody knows jack shit about Drakul or his deeds. The Archive operates in anonymity. Odin isn't one to get in a cage match with others at his power level. Etc etc.

Molly though? In the last half-year, she's killed more Outsiders/gods/elder vamps than the White Council combined. She's done it visibly enough her kill list just went from zero to terrifying in a fraction of the lifespan of a normal human, much less the extended or even indefinite lifespan of supernatural beings. In canon a lot of wizards are intimidated by Dresden's track record, which took place over multiple years. Molly's track record is all of a few months old and already exceeds Dresden's.

From the perspective of everybody who knows of her, Molly came out of Winter and just started killing stuff that you only hear of in the kind of horror stories that end with 'everybody in the city died horrible deaths'.

Above all else, Molly is active in using her (killing) power, something nobody else on her power level seems to be doing.

And that is why Molly's presence gets everybody else packing their bags; you'll do the same if a Dragon came into town, but Dragons don't play the tourist. Molly does.

She's their friend. Don't accuse her of doing bad things. Instead make it look like talking about her is good for her. So, impersonate a personal scholarship foundation who wants to give Sandra a personal scholarship grant that is dependent on some bizarre parameters of her character, among other factors. This way, they are less suspicious. And it's also less of a crime.

The senator sees people shoot rockets in a major city with some screwy magic nonsense in the middle. Calls on the experts available and gets different recommendations, then chooses not to do something stupid on the advice of the most knowledgeable/competent one.

Not that they're perfect or anything, but this was the bad idea filtering process that is sort of supposed to be both of their jobs.

It gets worse once we have SBS. That has a special clause for dunking on mortals. Unless they somehow have a perfect defense rolling even one success on a willpower roll they immediately die. If we want something less messy than effectively putting a frog in a heavy duty microwave there's also Dreams of Disease. Which lets us inflict any disease we can imagine on someone whenever we do at least one point of damage to them, with no restrictions on type or means.

If we really wanted to off someone we could trip them down a few stairs to disguise MHM hitting them once and filling their body with prions.

Which are categorized as infectious diseases, but are actually pretty hard to spread most of the time, and have some brutal effects.

Honestly, way too brutal to use in most any case other than screwing with Nicodemus.
He's enough of an asshole that it wouldn't really bother me to tag him with the one that kills by removing your ability to sleep and letting waste away under the exhaustion, or the type that for some reason makes anything infected with it try to flay itself. Let's see his noose handle that.

The solution to this is simple for them. Just don't go outside, or anywhere an invisible flying human could hypothetically lay eyes on you for even a moment.

Black plague is funny enough treated by a simple course of penicillin. If we want to kill someone we need to pick something that wasn't largely cureable.
