Susan could always have delivered Maggie to her father instead of having her fostered by a Mexican family; she deliberately didn't because she thought the child was safer not being known to be Harry's daughter, which is a position with some merit. Even though I dont agree with the decision.

What I am getting is that some Raksha decided to do a bit (a lot) of soul-surgery on itself and replaced its Heart Grace with a mortal. Was it trying to cosplay an exaltation or something, after seeing a Devil Tiger Infernal? Maybe something like that. A more likely possibility is that they're basically the current age's equivalent to Jade Born: Raksha trapped in creation and then modified until they've become an entirely new species.
