Thats a white stork. Could be a mortal shapeshifter, but as likely to be an animal. Optimized for soaring, not speed; its being here means that its based on the borders of the Raith estate. Interesting that that the skinwalker been investing in modified not!drones here.Thats not a trivial investment of time, and suggests that someone has been plotting contingencies involving the Raith estate.
That its trying to slow us down suggests that either the naagloshii is in the Chicago area right now, or it has a strike team in the vicinity and that seconds count. There would be no margin in exposing the stork drone and attempting to tech bane Molly's car if you're half an hour away; she can simply abandon it and grab another.
Lara Raith really should be considering what it means that there are hostile surveillance and combat servitors secreted around the border of her local estate, and none of her security people got a peep. Thats immensely alarming; a deniable assassination attempt would just start with a tech bane channelled through that thing before the ambush by a hit team.
Worth remembering that in Dresden Files mythology that there's two types of skin walkers
Most skinwalkers are humans who are/were disciples, followers and students of the true naagloshii, and pick up some of their tricks. Then there's the actual millennia-old true naagloshii
So its entirely possible that any creatures here are shapeshifted humans.
Which would explain what our captive is supposed to be.

Teleports are a thing in the Dresden Files if you have enough mojo; there's been a short-range teleportation potion in Book 1, and we see Dresden's soul teleport in Ghost Story. Certainly a thing in World of Darkness as well.
I would not be at all surprised if its teleporting here from its base in Nevada. Or at least sprinting through the NeverNever.
But its also possible that its in the Chicago area right now. And has been since Madeline Raith was murdered.
I am not opposed to making the cool down shorter, but I do not really want to strengthen a 5 dot charm, those are already quite powerful enough for the setting. Maybe lower the cool-down to half a year?

Not really seeing a reason to strengthen Verdant Emptiness Endowment or to reduce its cool down, and proliferating house rules will make things harder for you to keep track of.
Not against house rules, but they should at least be worth the squeeze.
Doing so just to make it easier to spam blessings and faustian pacts doesnt really seem to add anything to gameplay.
