On the other hand there's something to be said for getting everyone on the same page before dropping that rock in the pond.

I'm not sure if this is something we should do, at the same time I feel like we need to reduce tensions somehow.
 
Ok point to consider: do we invite Emps and or Malcador?

Not for this part, this is basically a gathering to collect the grievances into what's effectively a single list of demands. Having the Emperor or Malcador there would throw a wrench in the discussion. You could still invite them though, and it would result in a more open gathering, but one less likely to work in your favor.
 
Alright then, let's go with giving our peeps a chance to sort out their stances ahead of time so we can have a rational and productive discussion. Not just Emps and Malcador running more rings than usual around us while we're all frustrated.

To be honest it isn't Nikaea, hence the implied 'symmetry' is not as apparent, but is clear that Angron's trial on Carthago was intended to be this TL's version of that event, hence the foreshadowed events / original plans many points of view in the hypothetical novelization of this quest covered it extensively enough.

So it has to be Carthago, because there's no way the irony wouldn't be lost on the readers.
