In a jarring, but welcome contrast to the earlier parts of the year, the months of July, August, and September saw no alien activity. Whether this was because the aliens weren't actually doing anything or their activities went unnoticed, it was a welcome relief to the brutal fighting of June.

Located in Hong Kong, Echo Base will be the centre of INDEX operations in Asia. While heavily urban civilian areas around it will limit military potential, Echo Base is intended to be a major R&D location for INDEX.

Having already acquired the necessary property, work continues on Echo Base. While Echo Base will ultimately be a major research and development centre, its initial stages follow the same basics as any other INDEX base. Barracks and armouries are set up alongside depots for the vehicles and landing pads for helicopters and VTOL aircraft, though the latter are limited by the urban nature of Hong Kong.

Located in the Australian Outback, Foxtrot Base will be the centre of INDEX operations in Oceania. Relatively isolated, Foxtrot Base is intended to be a training site and unofficial HQ of the rapid response teams.

In the Australian Outback, far away from civilisation, work on Foxtrot Base has begun. With plenty of space to work with, the builders have no issue setting up the various facilities that will be required by INDEX. The usual barracks, armouries and other basic buildings are set up, but so are several garages for ground vehicles along with a substantial airfield for the assorted aircraft that INDEX will be fielding.

[-] Acquiring Factories
Just as some businesses thrive, others fail or are forced to cut back. Snatch up some surplus or unwanted factories to repurpose to the needs of INDEX. While they won't be as secure as one of INDEX's bases, they will be more secure than relying upon external contractors.

With several businesses failing as the threat of the alien invaders costs economical disruptions worldwide, INDEX takes the opportunity to purchase some industrial sites on the cheap. While INDEX doesn't currently need these new factories of theirs, they will be useful once INDEX begins to produce new designs.

To help build up support for its operations, INDEX has begun an extensive public relations campaign to improve its public image. Starting in North America, INDEX has gone for a two-fold approach where it makes a more overt approach to raise awareness followed by a more subtle approach to hammer in the desired perception of the organisation.

This primarily takes the form of more basic propaganda efforts to get the public's attention and draw in their interest. The follow up efforts are then done in a way to avoid it looking like INDEX is responsible, primarily by using untraceable online identities and getting proxies to represent INDEX's interests. Limited leaks of INDEX's activities against the aliens were made in order to shore up INDEX's credentials against the aliens and the anonymous nature of leaks made them seem more believable than if INDEX had directly released them.

INDEX was also certain to manage the expectations it was building in the public. While it wanted the general populace to see them as the best hope for combating the alien invasion, INDEX also didn't want to be seen as a perfect solution as maintaining the reputation would be an impossible task.

And while INDEX's public relations efforts started in the continent of North America, they would swiftly move onto the Anglosphere of Oceania before beginning to make headway in Europe by using the British Isles as a springboard to the rest of the continent.

[-] Alien Materials
While some of the materials used are recognisable, many of alloys and other materials used by the aliens are unknown to modern science. Investigating just what these exterrsiatal materials are and what they can do could reveal insights into how to counter them or make use of them ourselves.

INDEX's Research Division swiftly gets to work investigating the alien materials, making significant strides at analysing various samples in their labs. While the research is far from finished, the scientists have already begun to uncover some interesting results. The first is that the majority of the alien materials appear to be variants of the same alloy or compound with the exact nature and usage being changed as needed.

Unfortunately, this information only has limited value right now as we don't know the exact properties of the material so its strengths and weaknesses are unknown to INDEX. Additionally, only a few of the materials used in the alien alloy or compound have been identified with further time and funding required for the scientists to finish analysing what the alien materials are made of. Even then, they have warned that not all of the elements used may be found on Earth or known to humanity.

[-] Destroyer Development
A step up from a mere patrol ship, INDEX's Naval Division desires a new destroyer to act as a direct combat vessel against alien threats. Balancing speed with firepower, this new design will be able to engage alien threats in the sea, coastal regions and the sky.

The new destroyer design for INDEX will focus on being able to rapidly react to alien activity at seas and bring plenty of firepower to engage the aliens doing the activity. These two priorities mean that the new destroyer design is going to be very focused on speed and offensive power with little focus given to defensive capabilities. The latter is more of a practical limitation of current circumstances than a design choice as the superior technology of the aliens and INDEX having zero idea of what is an effective countermeasure to them means that the best way to defend yourselves from the aliens is to kill them before they kill you.

[-] Anti-UFO Interceptor Development
While modern aircraft seem up to the job of shooting down UFOs, none of them are purpose built for the job. INDEX's Aerial Division wants to design an aircraft for the specific purpose of shooting down alien aircraft.

While it will be over a year before the design has been fully finalised and ready for deployment, the designers behind the Defender Jet Interceptor have finished the boardstrokes of the design. Able to move at supersonic speeds to rapidly reach the area of alien UFOs, the Defender is built for speed and firepower.

It fields a mixed armament due to a lack of knowledge of what will be effective against their alien foes. Each wing has two hardpoints that can support a total of four missiles, but high-specs of the Defender means that being armed with missiles will have a noticeable if slight impact on its speed. Mounted in the nose is a powerfully rotary cannon that can fire either high explosive or armour-piercing shells depending on what the Defender is currently loaded with.

Unfortunately, the Defender's capabilities come at the cost of it being very lacking when it comes to armour and anything powerful enough to harm it will likely also be powerful enough to cripple it or even bring it down.

[-] Rapid Global Transport Development
The biggest limitation of INDEX's rapid response teams is their lack of speed global transport, requiring a team to be relatively local to react in time to any alien activity. The SpecOps Division wishes to change this by designing a transport to get their rapid response teams around the planet in a timely manner.

While it won't be ready for deployment until 2017, the main details of the Blackwing Rapid Global Transport have been finished. Looking similar to the Blackbird family of aircraft by Lockheed Martin Corporation, the Blackwing is also a long-range, high-altitude aircraft, but it is designed for transport rather than bombing or reconnaissance. Able to move at borderline hypersonic speeds, the Blackwing has a pressurised cockpit and pressurised transport bay to ensure the safety of both its pilot and its passengers.

Completely unarmed, it is not meant to engage in combat and will require airspace to be secured by other assets. To deploy its passengers, the Blackwing slows down enough to engage in STOVL landing at its destination.

Available for Deployment in Q2 2017.

While the bureaucracy is currently functional, there are ways in which it can be improved or streamlined for great efficiency. Implementing those efforts will have a noticeable if slight impact on the work of INDEX and will help with long term planning.

While not a true division as it was part of the Administration Division, the strategic planning project has been successfully finished this quarter. In addition to providing some minor efficiency increases across INDEX, it would also allow its senior leadership to more effectively plan long-term goals.

-3D on Alien Materials is 86.6% chance of completion according to Anydice (accounting for the +1 from Strategic Planning and the +2 from 2x Strong Support)
-The remaining 1D of research IDK what to throw at so I am throwing it at generic "keeping up to date on the attacking alien spaceship info" research
-Finishing the Destroyer is easy
-Light Carriers are listed as High Priority last turn and it synergizes with the Interceptors so why not?

Okay seeing all the bonuses for the bases is nice, but still I feel we should have at least one phase of everything before we start doing really deep diving into stuff, if only so we have basic coverage on everything. After that I'm probably going to advocate for slamming out either Delta Base or Enigma Site.

Delta Base is best from a raw numbers perspective. Maxed out Delta Base beats maxed out Enigma Site within its own specialty, with +(1+2+4=7) to all dice exceeding +(1+2+3=6) to research dice. From a pure stated-mechanical-benefits-only perspective, Delta is better. However, I'd be willing to hazard a guess that Enigma Site does more than just provide a dice bonus. It probably also opens up new projects.

Delta Base is best from a raw numbers perspective. Maxed out Delta Base beats maxed out Enigma Site within its own specialty, with +(1+2+4=7) to all dice exceeding +(1+2+3=6) to research dice. Yeah, same, the reason I'm thinking rushing Enigma 5 after Alpha 1 and Charlie 1 though is because it's marked High Priority, or at least Enigma 2 is. Still leaning towards rushing Delta 5 though. Might go for a turn of trying to do Enigma 2 and then rushing Delta 5.

Probably [New-Gen IFV Development]. From the description, it'd serve to fill a niche that (a) we are almost certain to want filled in the near term (main battle tank feels somehow less urgent) and (b) appears to currently be empty.

This looks like a reasonable plan. I think, going forward, we'll want to make a pretty heavy push on Enigma Site: those aliens are going to take another crack at it at some point, and the next time they'll be upping their game.

Don't forget that all Plan Quests also have the narrative matter. So whilst Delta 5 may give greater bonuses to Research than Enigma 5, it probably has all those bonuses biased towards human-derived technology. Which, sure, will include xenotech unlocks, but those will have to come after the preceding human-tech or salvage research options. Meanwhile Enigma 5 probably means we get some xenotech unlocks early as we 'skip' parts of the research tree.

Also, there's a secondary factor that means we likely want to get up to Enigma 3 or 4 ASAP. The higher the level of the base, the stronger the defences. And whilst the Enigma spacecraft may just be a red herring or planned to either focus our research along certain paths or concentrate our research capabilities in a known area for a later strike to deal with... Well, it's still a lot of alien artefacts and a fully intact alien spaceship which will yield research that'll give us leads for other areas that the salvage we acquire unlocks that weren't planned in the worst-case.

We've also seen one attack on it so far. Which we barely fended off. That means the next attack is going to be stronger whenever it happens, and all we know about that is it's likely to be soon. What do you think the Council's reaction is going to be if we lose the Enigma Site because we focused on building up Delta Base as it gave 'better bonuses'?
 
Yeah. I'm all for temporary maximum enigma rush to protect the Mystery Box. Note Enigma stages generally cost as much as the following Delta stage, so pushing past Enigma 3 will be a serious investment.

Yeah, my thoughts are basically Enigma 2 will happen ASAP. Enigma 3 needs to happen ASAP just to be safe. Enigma 4... Enigma 4 is likely far enough off that we'll see the next attack before we really need to think about it, and it will very much depend on the results of said attack as to whether or not we need it.

And oh dear. I was fine with delaying Enigma Base for next turn so we complete the first phase of every base, but I just remembered that Enigma Base is on Antarctica. Which means we absolutely should not be trying to build it during winter. It's also in the Southern Hemisphere, which means most of the voters need to rethink which season is which. As summer down south is winter in the Northern Hemisphere and winter, summer.

It's Q4 now, which means the last two months of spring and the first month of summer. Just looked it up and the winter months for Antarctica are March through October. Which means if we want to have Enigma 3 done before next winter, we should probably start now...

Okay, so I took the 'Covering Our Bases' plan and swapped Alpha and Charlie Bases for Enigma Site Phase 2 so we can maybe get Phase 3 complete before winter hits Antarctica but will definitely have Phase 2 complete. However that screwed up costs because Enigma Site is more expensive. So I went poking for places I could cut costs without cancelling anywhere. The first place I cut costs was downgrading Light Carrier Development from four dice to only 2 dice. It means it won't complete this turn unfortunately, but I could move those two dice onto IFV Development so that should complete this quarter and still add a die to Enigma Site.

Which left the free die to place somewhere. So I went looking and well... The only other place that looked good was Alien Materials at 40R per die. I swapped one die from that to C-Class UFO, which means that now has a chance of completing this turn and it freed up the 20R I needed to put the Free Die on Enigma Site.

Both those choices are compromises, but they aren't the worst choices as it still means we have good odds of 2 military and 1 research project completing this turn, and the one that doesn't should complete next turn. It also means all our dice are active, which was the other serious consideration. I am willing to hear out people's thoughts however on what other compromises could be, but I'm not really seeing any good ones that still use all the dice.

Just to check though, @Oshha will trying to build up Enigma Site during the Antarctic winter cause... problems? And what do our people, and the Council I suppose, think of delaying Enigma Site Phase 2 completion until Q4 next year if there are the predictable problems of building during the winter at the site? Because whilst we can throw four dice at it next quarter, that's just slightly better than a 50/50 chance of completing it.

As important as Enigma is, not having at least a stage 1 base in a sector seems to lead to us dropping the ball, like at that terror attack, so I'll vote for getting all the phase 1 base projects done before going full in on Enigma.

Potentially. If there are any problems with the construction, doing the building in the Antarctic winter would certainly exacerbate them.

As for the Council? They care more about the results than the means right now.
