Read the short biographies of the leader options then you get an idea, but basically, after 9.11 and the invasion of Iraq the entire region exploded with turmoil and conflict as more and more of the first world states saw themselves forced to somehow try to contain the situation. The conflict in the region escalated further to a point, where every one of the major power blocks, Nato, China, and Russia all had forces and various proxies in the region, with at one point even a low yield nuclear device being used. The highpoint of the whole affair was the 2008 Teheran standoff, where Russian and US forces were 5 minutes away from shooting at each other. After that situation was resolved the UN got together and created a Taskforce under the command of General Merin to gain control over the countless proxy groups they had equipped.

So 4 turns a year, 1600 resources to use over those 4 turns. We should try and keep the first two quarters at or under 400 R, we can always spend more Q3 and Q4 to use our budget
Having a look at the options, we will be hard pressed to spend over 400 Resources without actively trying to do so.
 
@BOTcommander how does our rule on dice effect things. Can we only put 3 dice on a thing. Even tho we have more dice then that. Or more then our dice capacity?
lets say there is a project X. You cannot assign more than 4 dice to project X per turn. You still cannot exceed the limit of dice per turn represented by the Dice Capacity.

Edit: This may not be important now, but will hinder your capability to do megaprojects.

You do realize you are currently limited to 15 Dice being activated per turn by the Dice Capacity.

Priority is getting more Dice Capacity so we can do more stuff because right now, we have more resources than we can spend and more dice than we can activate which means the bottleneck is currently Dice Capacity. Three dice on Establish Statistical Planning Division for +1 Dice Capacity with success being about fifty-fifty while Digitize the Administration gets four dice to have a chance of success at completing this turn as we both need the Dice Capacity and to spend resources. Headquarters gets a couple of dice for about fifty-fifty odds of completing while Security Forces and Supply Stockpile both get one dice put towards reviews. Finally, I want to put four dice on establishing internal security so we can get some internal security at about fifty-fifty chances of success.

In summary, more Dice Capacity, setting up internal security, getting a HQ and doing a couple of reviews. We can do more fancy stuff like sorting out our offices or production once we have more dice that can be used, somewhere to work out of and some internal security.

Getting Started looks generally good, I think a tracking bureau is much, much more important than internal security.

That can wait until we are in a position to deal with what we find. We still need to get our footing so, unless my understanding of our current status is way off, we aren't able to effectively go after supernatural occurrences even if we do detect them. And if they come to us, well, they have come to us and we can deal with that.

Meanwhile, I am worried about one or more of our backers deciding to try and play silly games to get at another of our backers or to try and subvert at least part of our organisation to be more favourable to them. International tensions are still very high right now. The sooner we can get our internal security up and running, the sooner we can try to prevent any unwanted behind the scene meddling. That said, I have been convinced that we should do a security review before finishing our internal security so I plan to do that next turn.
