There is no "maxed out" because technology isn't static. What once took a day might be reduced to thirty minutes eventually.
Except that is the case here dude. Star Wars has hit a point where the technology of the Galaxy is at a matured state. As in improvements are far a few between. Also the droid user isn't in any way adding to the infrastructure needed to do it either. The next level of it is literally the World Devastators. So unless you think we are going to get, find, steal, or develop that tech from scratch on less than a decade there is no better way to make the droids than what already exists.
Now for a plan built around playing what we already have and supporting a major upgrade. We need the best Navy but this is going to take time, money, and effort so we need to take options that will provide for that. Farryn Baidan gives us the most lethal navy out of all of them.
If we are to support this navy then we need to expand our territory and since conquest is not the first option then aggressive diplomacy is the next best thing. We need to lobby to get systems to join us and a passive or isolationist path will not work here.
The Muun is key to expansion because we need the better infrastructure to support the new model Navy we are building. And it serves as one of the many benefits that we can use in diplomacy.
Right now keep ourselves safe more important than anything else. So having an intelligence agency that can control the flow of information in and out of our territory will give us the initiative when dealing with others.
Now like I said we need to focus on making the new Navy and as such we need to improve infrastructure and the economy. To do that means focusing down on it. Like the businesswoman said we are far too small and underdeveloped to be able to match the research of the other powers so it is better to build that up at first. And that get the research when we can from others. Also by having Sienar we can further develop our own fighters. Getting custom TIE like the Avengers, Defenders, Hunters, Blastboats, and Interceptors will make it easier to use our limited research to make newer better fighters for the Navy. The Interceptor alone is a massive upgrade just add a shield and a warhead launchers and we have the new mainline fighter for the EoH if we don't have the other ones already.
For the force user it was either war fighting or flexibility that were the choices. While force users are good I don't think we should rely on them for fighting the Vong as normal conventional means can stop them if the leaders are smart and aren't wasting time like the NR did and let the Vong get a foothold and recover from the trip through the void.
Thrawn is the most important thing in the new Empire and needs to be protected. That means getting the best for it and the ability to kill off threats with assassins is very good.

Expensive, and lengthy, any such project will take a decade and leave your military in a weakened state. But eventually, it will be utterly terrifying to face.
-[X] Vesha Dey - A woman with immense ambition, she wishes to use diplomacy as a weapon for the Empire of the Hand.
-[X] Oldolor Vipik - A Muun that wishes to grow the Empire of the Hand's economy drastically, he seeks to maintain military spending and increase the capital that flows through companies and begin a massive infrastructure program.
-[X] Cen Kam - A female Clawdite of immense professionalism, her ideas are expensive but valuable. Bringing with her high standards of professionality, she will ensure only information you wish to reveal will ever leave your grasp.
-[X] Lyaian Immanuel - A businesswoman with ties to Sienar, she proposes to shut down several research institutions and focus entirely on developing its economy and structures. She does offer to have Sienar sell you custom models.
-[X] Jack - A Blazing Chains wielder with experience in using the force as part of an army, he does understand how to integrate them with command structures. Additionally, his encounter with the Far Outsiders does present an opportunity to gain insight into their methodology. His order would be focused entirely on warfare and would use the light side.
-[X] Eshu Tenrar - A former member of an assassin guild, she is extremely loyal to Thrawn, and would create an excellent force of bodyguards.
@Daemon Hunter why is the TIE Interceptor cost 120? Canon has that price but it doesn't fit with the actual update it is the legends cost of 75 fits so much better. Unless these Interceptors are the ones equipped with shields, warhead launchers, hyperdrives, and more generators to power all three upgrades without impacting performance.
