Not really, the wiki mentioned that the Turians will level a city block by orbital strike if they saw human defenders. The mountains aren't going to help since those strike are pretty dang precise. Underground cities are much better defended from orbital strikes but are expensive and take a long time and Firestorm Shields can defend against Orbital Bombardment but it is expensive and guzzles a whole lot of power. But that is pretty reasonable for Orbital Protection.

also mentioned in wiki Citadel Conventions that kinetic impactors are illigal to use on a garden world thats most of turiand spaceship weapons is it not so my question what weapon is legal to use for turian with orbital bombardment

Yes, Citadel Conventions does say that orbital bombardment is illegal. But the Turians did it anyway in the books, according to the wiki. A mountain can't protect you from Orbital Bombardment unless you are under it. I don't think you mentioned that the city would be underground so I assume you meant that the city is on the surface and right next to a mountain.
 
Question @Warmach1ne32 . How GDI Sonic weapons interact with ME Kinetic Shields?
It is an energy wave through air not a solid object like a bullet, ME Shields ignore them. Explosives like grenades or rockets have shrapnel so the Shields will detect and block the shrapnel while unintentionally absorbing some of the blast energy from the explosion.

True, but basic prosthesis and flame weapons are pretty easy for GDI to develop, so you can probably build your own flame tank and prosthesis if you have the designs. But Tiberium research is where GDI and much of Humanity draws the line. As General Granger from C&C3 said "That's not who we are, that's not GDI." So no Tiberium research without facing jail time.
Tiberium research is far more than infusing it into people you know that right? Most Research is in using it for materials, power, and weapons technology not for transhuman BS that NOD got up to.
I think it is safe to say that GDI knows all they know about Guerilla fighting from the decades of having to deal with Nod but they aren't the masters of it like Nod was. It should be noted that the Turians would level a city block just to take out a squad so whenever there is a battle, it is very likely the Turians will bombard the area they are fighting in with extreme prejudice. Stealth won't matter if the enemy just nukes your army.
They will not be using WMDs at all for one that fleet wouldn't have them with them and two they have rules they follow.

They wouldn't use orbital strikes as they would get sanctioned and censured by the rest of the council. Unless you are going to railroad Saren's brother being a pawn of the Reapers already and their being a Reaper Artifact on the planet that was somehow completely missed that will not happen. Leveling a city block would be with conventional stikes and units not with warships which I should mention would destroy most of the city not the block. So no the Turians would not be doing orbital strikes unless those strikes are gunships and fighter strikes. Both of which are far less useful in a mountainous region. The Turians have rules and they follow those rules. Only when a commander is compromised or they are in a truly desperate situation (Reaper War Proper) would they ever think of doing that normally.

If Tiberium can be made inert so that it doesn't eat the frame holding it or spread it to other planets. GDI is fine with it. Power generation? too high of a risk it blowing up on other planets when alternatives like Helium 3 Fission is much cleaner and more powerful. Weapons? like with Chem sprayers that shoot Tiberium clouds and spread Tiberium? not gonna happen. GDI spent 50 years trying to beat back Tiberium, they are not going to risk having it spread to other worlds since they don't have a Threshold Tower to safely control Tiberium like they do on Earth.

GDI does use Orbital Strikes in the form of Shockwave Artillery, maybe Turians have something similarly low powered for precision strikes? Also the wiki didn't state when the Turians started using Orbital strikes just that they did so I have very little info to work on since I can't buy the book.

GDI spent 50 years trying to beat back Tiberium, they are not going to risk having it spread to other worlds since they don't have a Threshold Tower to safely control Tiberium like they do on Earth.
Where do you think most of GDI's and Nod's power and technology comes from? All of it is based on Tiberium that was the whole reason for the wars. It was control of the Tiberium and using it to advanced themselves. GDI fought the spread of Tiberium not the use of it. Also Helium 3 is for fusion dude and is a very hard isotope to mine, find, and process. Lasers, railguns, the Ion cannon, and all the planet side units are all only possible because of Tiberium.

Also something I saw before Element Zero is not and Element. That is just a nickname for it because is in a mineral as in made up of multiple things. It isn't a single element.
GDI does use Orbital Strikes in the form of Shockwave Artillery, maybe Turians have something similarly low powered for precision strikes? Also the wiki didn't state when the Turians started using Orbital strikes just that they did so I have very little info to work on since I can't buy the book.
No they don't as noting has ever been shown in any of the media that the Turains ever had anything like that. If they are bombarding a planet from orbit it is with ships and that is a violation. Again the only reason that happen in the first place is because Saren's brother was already a pawn of the reapers and was trying to get the artifact on the planet and then cover up its existence. So unless you are hamfisting the reaper artifact in there is no reason they would do those strikes as they weren't mentioned to have happened at first and were only added later on. It is also very unlikely that the same people are going to be involved as this is set at the dawn of the 22nd Century which means none of the people on the Mass Effect side except Wrex would even be around doing anything.
